Description
The 50th Contracting Squadron at Schriever AFB, Colorado hereby gives notice of a sole source contract award to Colorado Professional Resources, LLC. Notice was not made prior to contract award due to the exception found at FAR 5.202 (a)(2). In accordance with FAR 6.303 and 6.302-2, due to unusual and compelling urgency the 50th Contracting Squadron has placed a sole source contract award for Cheyenne Mountain Training System support. Full and open competition was precluded by this unusual and compelling urgency and any delay in award would have resulted in serious injury to the Government, as detailed in the attached Justification and Approval. Award was made under Contracting by Negotiation Procedures (FAR 15). This notice of intent is not a request for competitive proposals or quotes. A determination not to compete lies solely with the discretion of the Government. This announcement constitutes the only notice. The reference number is FA2550-09-C-8003. NAICS code for this purchase is 541511. The following clause applies to this acquisition: 5352.201-9101 Ombudsman. (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
