Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repairs to the USCGC PEA ISLAND (WPB-1347) 110 FOOT PATROL BOAT. **NOTE: There is a Geographical Restriction of this vessel of 432 Nautical Miles from its homeport of Key West, Florida. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as Small Business Set-Aside Solicitation, Request for Quote (RFQ), on or about December 11, 2008. The solicitation will be issued electronically via the Federal Business Opportunity web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. Hard copies of the specification and solicitation will not be issued. The NAICS Code is 336611. All work will be performed at the contractor’s facility. The performance period is schedule for SIXTY (60) calendar days and is expected to begin on or about 16 March 2009. The scope of the acquisition will include, but is not limited to: 1.Routine Drydocking. 2.Provide Temporary Logistics. 3.Clean and Inspect Fuel Service Tanks. 4.Clean and Inspect Fuel Stowage and Overflow Tanks. 5.Clean and Inspect Oil and Oily Waste Tanks. 6.Clean and Inspect Sewage Collection and Holding Tanks. 7.Clean and Inspect Grey Water Collection and Holding Tanks. 8.Preserve Sewage Collection and Holding Tanks - 100%. 9.Preserve Grey Water Collection and Holding Tanks – Partial. 10.Clean Sewage Piping System. 11.Clean Grey Water Piping System. 12.Preserve and Disinfect Potable Water Tanks - 100%. 13.Preserve Forward Auxiliary Machinery Space. 14.Preserve Forward Void. 15.Renew Floating Deck System in Galley and Mess Deck. 16.Clean and Inspect Heat Exchangers. 17.Overhaul Stabilizing Fins. 18.Inspect MDE Exhaust System. 19.Overhaul and Renew Sea Valves. 20.Overhaul and Renew Bilge and Ballast Valves. 21.Remove, Inspect, and Reinstall Propellers. 22.Repair Propeller Root Erosion. 23.Remove, Inspect, and Reinstall Propeller Shafts. 24.Overhaul Mechanical Shaft Seal Assemblies. 25.Inspect and Maintain Cathodic Protection System. 26.Renew Water-Lubricated Propeller Shaft Bearings. 27.Inspect Bronze Sleeves in Various Areas. 28.Remove, Inspect and Reinstall Rudder Assemblies. 29.Renew Speed Doppler. 30.Renew Depth Indicating Transducer. 31.Preserve Underwater Body – 100%. 32.Renew Capastic Fairing. 33.Renew Insulation in Various Compartments. 34.Install Cofferdams in Galley. 35.Install New Grey Water Pumps and Piping. 36.Install Main Diesel Engine Duplex Sea Strainers. 37.Renew Cofferdam Bilge Pipe. 38.Renew Sewage System Piping. 39.Modify Oily Water Separator Piping. 40.Perform Hull Repairs. 41.Preserve Surfaces In Engine Room. 42.Renew False Bulkheads. 43.Remove, Reinstall and Realign Main Diesel Engines. 44.Remove and Reinstall Ship Service Generators. 45.Remove, Reinstall and Realign Reduction Gear Assemblies. 46.Ultrasonic Thickness Measurements. 47.Renew Steel Shell Plating (5-pound). 48.Renew Steel Shell Plating (7.65-pound). 49.Renew Steel Shell Plating (10.2-pound). 50.Renew Steel Structural Plating (5-pound). 51.Renew Steel Structural Plating (7.65-pound). 52.Renew Aluminum Structural Plating. 53.Renew Eroded Aluminum Welds. 54.Renew Eroded Steel Welds. 55.Perform Overlay Welding (Aluminum). 56.Perform Overlay Welding (Steel). 57.Welding Repairs – Crack (Steel). 58.Welding Repairs – Crack (Aluminum). 59.Provide Small Boat Storage. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing.
