- NASA/JSC has a requirement for a Curatorial Reverse Osmosis Water System (Qty 1,each).NASA/JSC intends to purchase the items from Siemens Water Technologies Corporation.This reverse osmosis (RO) water system is required to support curation, preparation, andanalyses of astromaterial research sample within the Astromaterials Research andExploration Science (ARES) Directorate. This RO system will expand the existingcuratorial ultrapure water (UPW) system, which is critical to the cleaning operations inour facilities. Maintaining the samples in a pure state is critical to extractingscientific information from these irreplaceable samples. The smallest amounts of earthmaterials can contaminate and ruin scientific measurements, which is why the UPW cleaningoperation is so vital.Both the water quality and quantity produced are essential to allcuratorial activities and should the quality or quantity produced degrade, work must haltin these missions critical laboratories. Siemens is the only known vendor that can meetour unique requirements for cleaning, installation, system start-up, and testing.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 3, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
