- PRE-SOLICITATION NOTICE: The VA National Acquisition Center intends to issue Request for Proposal (RFP) VA-797-09-RP-0011 for an unrestrictive procurement for therapeutic nutritional dietary supplements. The proposal will include requirements for the Department of Veterans Affairs (VA), Option 2 State Veterans Homes, Bureau of Prisons (BOP), and Indian Health Service (IHS) for therapeutic nutritional dietary supplements and tube feedings as follows: Standard Tube Feeding, Liquid, Ready-to-Use - 184,260 CO; High Calorie Tube Feeding, Liquid, Ready-to-Use - 16,800 CO; High Calorie (1.5 cal) Tube Feeding with Fiber, Liquid, Ready-to-Use - 295,080 CO; Therapeutic, Nutritional Elemental Liquid or Powder, Unflavored, Tube Feeding Product, High Nitrogen, Low Fat - 1,800 CO; Very High Protein (wound healing) Therapeutic, Nutritional Formula, Liquid, Ready-to-Use, and Oral or Tube Feeding - 480,000. Products must be commercially available in the United States. For some nutritional items, the Government will request offers for both ready to serve and closed systems. The contract period will be for one year plus two pre-priced option years. The contract items will be distributed through the Pharmaceutical Prime Vendor (PPV), the Subsistence Prime Vendor (SPV), the Direct-to-Patient Distribution Program, and/or direct delivery. Offerors must provide a unique NDC number or UPC number for each item offered. All products shall have an expiration dating remaining of at least six months at time of delivery to the Government. All closed system products must have packaging compatible with universal spike sets at no additional cost to the Government. Product samples will be required if proposed products have not been tested by VA in the last two years under a previous solicitation. If the offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer ensuring an adequate source of supply must be submitted with the offer and remain in effect for the duration of the contract period including the option years. Solicitation No VA-797-09-RP-0011 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about November 24, 2008, with a closing date of December 9, 2008.
