Description
U.S. Army, Army Contracting Command Joint Munitions &Lethality Contracting Center, Picatinny, NJ 07806-5000AMSCC-JML-SW. The proposed contract is a sole source set-aside for Service Disabled Veteran Owned Small Business, per statute FAR 6.302-5(a)(2)(i), authorized or required bystatute as implemented by 15 U.S.C. 657f and FAR 6.302-5(b)(6). The award is to GAH Service, 3145 Sunrise Lake,Milford, PA 18337. Offerors From other than Service Disabled Veteran Owned Small Business concerns willnot be considered. The Project Manager Soldier Weapons(PM SW)plans to award a contract for Program Management Engineering Support. The PM SW is designated with the responsibility and authority for life cycle systems management of Army Soldier weapons programs. The mission is to accomplish program objectives for development,production, and sustainment based on defined Soldier needs. These contracted services will be to support PM SW in accomplishment of these goals. The contractorselected for award shall be expected to provide programacquisition recommendations, program coordination and guidance to support the decision making process for PM SWin support of sniper weapons programs. This will be accomplished by leading and attending Integrated Programmeetings,providing analyses and reports, reviewing and commenting on documents, and preparing original acquisition documents. Specifically, the contractor shall be required to prepare, review, and/or update all program documents, asrequired,for Milestone Decisions to support Engineering Life Cycle system milestone decisions, cost reportingrequirements, and produce Program Milestone Packages. The contractor shall provide 1,920 hours of Program Management Engineering support to sniper weapon programsin development and production and work with production facilities and Government operations. The contractor shallanalyze and report on production issues for acquisition planning, including, but not limited to quality, quantities, schedules, and cost; prepare and review documentation on production, shipment and fielding ofSmall Arms programs; and recommend and coordinate the execution of engineering studies. The contractor will coordinate and prepare Materiel Release documents and brief the Materiel Release Review Board. The primary location for the performance of work under this contract will be PM SW, Picatinny Arsenal,NJ. All contractors will be located on-site at PM SW. The contractor will be expected to travelon an estimated 6-10 trip per year to locations throughoutthe continental United States. This procurement is NAICS Code 541330, FOB Destination. Offerors must include a complete copy of the provision, Offeror Representations and Certifications Commercial Items withits offeror 52.212-4 Contract Terms and Conditions Commercial Items 52.212-5 Contract Terms and ConditionsRequired to Implement Statutes or Executive Orders Commercial Items. A firm fixed price contract will be awarded to the technically acceptable lowest price offeror. Defense Priorities and Allocation System (DPAS) and assigned rating is DO-C9E.
