- Note: 18 Nov 08 - Change made to estimated gallons. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27, effective 17 Oct 2008. This requirement is being set-aside for Small Businesses using the NAICS code 484110, with a small business size standard of $25.5 Million. Contract line item number(s) and items, quantities and units of measure: 0001: Delivery of potable water to I-35 Checkpoint: 96,000 (Estimated) Gallons Provide price per gallon. If there is a delivery fee, identify this separately. 0002: Delivery of potable water to Hwy 83 Checkpoint: 36,000 (Estimated) Gallons - Provide price per gallon. If there is a delivery fee, identify this separately. Requirements for the items to be acquired: General Description: The contractor shall provide all labor, materials, supplies, and transportation necessary to refill the water storage units at the I-35 and Hwy 83 Border Patrol Checkpoint sites in Laredo, Texas with potable water on a weekly basis. Specific Requirements: 1. The expected quantity of water required for each weekly refill for the storage bladder at the I-35 Checkpoint site is 4,000 gallons. The checkpoint is located at 21483 I-35. Within the next six months, a 10,000 gallon above-ground water storage tank will be installed at the site. Once that tank is operational, the contractor will fill that tank and provide weekly refills in lieu of the current storage bladder. Weekly refills will be required beginning at time of award until the existing well is operational (approximately six months). 2. Water service to the Hwy 83 Checkpoint site, which is still under construction, is anticipated to begin in Spring 2009. The checkpoint is located at 24478 US Highway 83. The 6,000 gallon above-ground storage tank will initially require approximately 1,500 gallons/week. The frequency and size of the delivery is subject to change as actual demand becomes clearer after the checkpoint is fully operational. Weekly refills will be required for approximately six months. 3. The Government reserves the right to adjust the frequency and size of the refills, as required. 4. Potable water shall conform to applicable governing requirements including Texas Commission on Environmental Quality (TECQ) Chapter 290 - Public Drinking Water, Subchapter D, Part 290.44(i) Water Hauling. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition with the following addenda: Proposals shall be evaluated based on price and past performance. If past performance information is not readily available to the Contracting Officer, the offeror may be required to provide references. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer.
