Description
This is a Sources Sought Notice for combatives training in accordance with the statement of work (SOW) and prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice is only seeking sources who can provide required training as stated in the SOW below. The notice number is H92243-09-T-DR01 and is issued as a request for information (RFI) and is notice that NSWG2 Logistics Support Contracting Office, NAB Little Creek, Norfolk VA intends to issue a combined synopsis solicitation at a later date. The associated NAICS code is 611699 and the Small Business Size Standard is $7.0M. This is 100% set aside for small business. The required training is as follows: NAVAL SPECIAL WARFARE GROUP TWO COMBATIVES TRAINING STATEMENT OF WORK 1. SCOPE. This Statement of Work (SOW) defines the efforts required to provide practical, sustainment training in an advanced armed/unarmed combat course of instruction to personnel attached to Naval Special Warfare Group TWO (NSWG-2). The course of instruction should incorporate the tactical employment of hand-to-hand techniques while teaching students how to adapt to different scenarios and specific needs. NSWG-2 personnel conduct military operations in combat theatres. In order to successfully conduct this mission, they must be trained and prepared to conduct a diverse range of combat skills. 1.1 BACKGROUND. The objective of this training schedule is to provide realistic, practical training to NSWG-2 personnel that will be sustained over time. This contract will be executed by session requirement; the frequency of occurrence will be five days weekly, as required and at various unit level training (ULT) training sites in CONUS or CERTEX sites. 2. COMMAND POINT OF CONTACT. The designated technical representative is LT Frank Ornelas who can be reached at (757) 462-2360 or email to frank.ornelas@nsweast.socom.mil 3. REQUIREMENTS. The on-site training will take place on a weekly basis from Monday through Friday, as required, during the period of one year. The number of students per course of instruction occurring at the NSWG-2 compound shall be no more than fifty (50) students. The contractor must have current knowledge of Naval Special Warfare (NSW) Tactics, Techniques and Procedures (TTP's) and Mission Essential Task List (METL). The combative training will target NSWG-2 operational forces. The Contractor shall provide training that is progressive in nature beginning with fundamental self-defense and survival principles progressing to close quarter striking techniques, take downs, body control, submission grappling, punches, kicks, elbow and knee strikes, clinch work, offensive and defense weapons techniques, cuffing and searching, escorting and marshalling, weapons retention and protection, hasty takedowns and multiple opponent strategies. Offsite training will take place at various Unit Level Training sites and Certification Exercise sites in CONUS. Schedules will vary depending on the training block supporting. a. The contractor shall be required to work closely with NSWG-2 forces tailoring mission specific combative training programs in the performance of instructional/training duties as defined by NSWG2. b. Contractor will provide NSWG-2, Full Time Employees (FTE), to work directly for the NSWG-2 Training Detachment (TRADET). The Contractor's FTE manager will report to the TRADET Officer in Charge (OIC) for coordination of efforts. These efforts will include Combatives instruction, curriculum development, scenario development, and other tactical instruction where appropriate. Dates and times of training events will be coordinated between the Contractor's FTE manager and TRADET OIC. The FTE must be able to travel to meet the training requirements of TRADET. FTE must be available for training/planning 48 Weeks per Year. 4. QUALIFICATIONS: a. TACTICAL APPLICATION: possess an established background in employing and incorporating combative techniques into tactical military scenarios to include, but not limited to, Close Quarter Combat (CQC), Military Operations on Urban Terrain (MOUT), and Visit, Board, Search and Seizure (VBSS). Instructors must have verifiable experience training with various groups of military or law enforcement groups and individuals. 5. PLACE OF PERFORMANCE: NSWG-2, Norfolk, Virginia, various ULT training sites in CONUS and CERTEX sites. 6. OTHER CONDITIONS/REQUIREMENTS: Contractor must maintain the ability to obtain a SECRET security clearance. Work under this task order shall be conducted during normal working hours which are 7:00 a.m. to 4:00 p.m. when applicable; however, availability, time constraints, and varying schedules may require class time outside the scope of normal business working hours and locations. The Contractor will be responsible for providing the government with a monthly report of command members trained and training qualifications obtained. 7. DELIVERABLES: Paragraph Deliverables Delivery Requirements 6 List of command members trained and training qualifications obtained By the 5th day after the end of the first complete calendar month and each month thereafter in electronic format (i.e. Microsoft Word or Excel) until contract completion SPECIFICATIONS • Develop a Combatives Training Program, based on the TRADET requirement to train deploying NSWG-2 units. The contractor must provide a customized combative training program which provides realistic, practical self-defense training to NSWG-2 personnel that can be sustained over time based on current real world scenarios. • Develop a Train-the-Trainer program to support sustainment training at the unit level training sites. • Instruct Combatives for NSWG-2 component commands when required (SEAL Squadrons). • Augment the TRADET staff in support of other tactical training when required at various ULT training sites in CONUS or CERTEX venues. • Combative training must work effectively with NSWG-2 equipment (i.e., head gear and mat room) and must be applicable in confined spaces or shipboard environment. Government furnished SOF-related and classified equipment will be implemented during training as well. • At the conclusion of the course, the student experience and practical levels of capabilities will be increased in the following areas to the greatest extent possible under the time provided: close quarter striking techniques, take downs, body control, submission grappling, punches, kicks, elbow and knee strikes, clinch work, offensive and defense weapons techniques, cuffing and searching, escorting and marshalling, weapons retention and protection, hasty takedowns and multiple opponent strategies. • Company must have prior experience in the development and delivery of a combative skills course to Special Operations Forces (SOF). • Company must hold a SECRET facility clearance • Instructors must have: Senior SME (6-8 years) in Military Combatives to include the following: Ground Fighting/Grappling Close Quarters Striking Hand Held Weapons (Baton, Knife, Assault Rifle) Detainee Handling and Cuffing Procedures SECRET security clearance Must pass urinalysis screening Note: Contractor hired is not the primary instructor; instructors can change and should be able to be replaced fairly easily if they are not suiting NSW needs. The company that holds the contract must maintain curriculum currency and continuing development of instructor staff.
