Description
OASD/NII is responsible for Department of Defense (DoD) Positioning, Navigation, and Timing (PNT -- to include radionavigation systems) oversight and planning, for DoD participation in Federal PNT and radio-navigation system policy development and planning and for DoD Global Positioning System (GPS), PNT, and Navigation Warfare (Navwar) policy, program oversight and planning. Congressional legislation as well as Presidential directives have mandated that the proliferation of federally provided radionavigation systems be reduced and that the DoD-provided GPS be promoted as both a national and international standard, dual-use (military and civil) PNT system. These same mandates also direct the DoD to ensure the protection of GPS for use by US and coalition allies, while preventing adversary use of civil GPS (or like systems) and not unduly impacting peaceful use of civil GPS (or like systems) outside a theater of operations. In carrying out the congressional and presidential direction, ASD(NII) is responsible for ensuring the DoD addresses a number of GPS, PNT and Navigation Warfare (Navwar) acquisition, integration, sustainment, and modernization challenges before the full benefits envisioned for GPS and other DoD PNT systems can be realized. To ensure that the proper expertise and planning are focused on these key GPS and Navwar issues as well as those associated with other DoD PNT/radionavigation systems, the DoD conducts ongoing assessments, analyses, and evaluations supporting the broad scope of program and system oversight activities as well as policy development and planning. New PWS for brige contracts is as follows. "Support NII assessment of Air Force and IRT recommendations for FY08 budget actions to ensure GPS constellation sustainment and future operation. Assess recommendations and present options to NII for action during the FY08 budget development process."Prepare revised MOAs for interdepartmental coordination and signature using the template developed and coordinated previously. Prepare new editions of MOAs with DOT, DHS, State and NASA as required. Include provisions in MOU with DHS regarding collection, analysis, and archiving of instances of domestic disruption to civil GPS. Disseminate such information within the DoD and interagency community in periodic reports. Support NII participation in interagency coordination and signature. Publish and archive signed documents."Participate in and support architecture development for national space-based PNT systems and services. Specifically support actions to provide deliverable recommendations as requested by DSD for input to FY08 end of year budget actions.Compile inputs to the Congressional report from DoD and civil agency sources, staff draft report through DoD PNT Working Group and National PNT Coordination Office, maintain comment resolution matrix and incorporate comments into final report, coordinate final report through Executive Committees and deliver for NII signature."Break down GPS CDD into summary and main points to support NII participation in acquisition strategy and FY08 budget development activities. "Archive documents presently stored in hardcopy in NII offices and compile into CD / DVD library of GPS policy and directive documents."Support Intelligence activities as they relate to foreign provision of PNT services, foreign attempts to negate US access to PNT, and surveillance activities related to provision and negation. "Support the activities of the Joint Navigation Warfare Center in test, evaluation, documentation, analysis, and operational concep OBJECTIVES,provide analytical services in PNT planning, PNT programming, PNT budgeting and program execution monitoring for PNT use by US, allied, and other foreign providers/users of PNT services.
