SOURCES SOUGHT: THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN REPSONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO OBTAIN QUALIFICATION STATEMENTS FROM INTERESTED 8(A) JOINT VENTURES (MENTOR PROTEGE FIRMS), HUBZONES, SERVICE DISABLED VETERAN OWNED BUSINESSES, AND OTHER SMALL BUSINESSES FOR PERFORMING THE WORK DESCRIBED IN THIS ANNOUNCEMENT. The Naval Facilities Engineering Command, Specialty Center Acquisitions, NAVFAC (SCAN), is seeking qualified 8(a) Joint Venture (Mentor Protégé), HUBZONE, Small Service Disabled Veteran Owned, and Other Small Business sources with current, relevant experience and the capacity/capability to perform the following in support of Naval Facilities Engineering Service Center (NFESC) customers: 1.0INTRODUCTION. The NFESC provides specialized engineering, scientific, and technical products and services to the Navy, Marine Corps, Department of Defense (DOD), and other Federal agencies. The Energy and Utilities Department within NFESC is responsible for the execution of the Naval Shore Establishment’s Energy Program. In support of current directives to reduce energy use, NFESC has developed an energy awareness program for energy managers in the Department of the Navy (DON). The objective of this program is to change the behavior of DON and DOD personnel by raising their consciousness of energy and water use and costs by providing awareness information. Services provided in this contract will be in support of all DON and DOD energy programs. 2.0PURPOSE The purpose of the Energy Awareness Program is to publicize the goals, strategies, successes and lessons learned of the Navy Energy Program, produce an annual Secretary of Navy awards ceremony, increase Naval military and civilian employees’ knowledge of energy efficiency and conservation, develop products that will change the behavior of Navy personnel resulting in decreased energy use, develop and transfer technical and program management information to the DON community, and assist Naval activities in meeting energy reduction goals through awareness education. 3.0SCOPE The contractor shall provide services in support of establishing and promoting energy awareness within DON (Navy and Marine Corps) and DOD. These services will consist of developing and promoting annual themes for energy awareness; designing, producing, and distributing energy and water conservation awareness information and materials to military and civilian personnel at DON and DOD shore facilities and mobility units; supporting and facilitating energy and water conservation seminars, Department of the Navy Shore Energy Office (DONSEO) meetings and other meetings, and award ceremonies; providing training on energy and water conservation measures; and researching and developing data in support of the energy awareness program. Firms shall have the necessary experience to be able to provide the services as mentioned above. The purpose of the sources sought is to identify potential 8(a), hubzone, and SDV OSB, and then analyze responses to determine the appropriate contract method and approach. This requirement will be a FFP, Full and Open competition under NAICS code 541820 and applies with a $6.5M size standard. A single award, indefinite quantity, indefinite delivery (IDIQ) type is anticipated. A base year with four (4) one-year option periods is anticipated. Interested small businesses in the categories described in this announcement are requested to submit a brief, written capabilities statement outlining relevant experience and capabilities. The capability statement shall not exceed five pages and consist of recent, relevant past performance information in providing the type of services described above as a prime or subcontractor.
