Description
The National Cancer Institute (NCI), Laboratory of Cell Biology (LCB), plans to procure on a sole source basis, a service contract regarding two, Government owned Tecnai series Electron Microscopes; CCD Cameras with Gatan Inc. of Warrendale, PA. Modern Electron Microscopes such as the two Tecnai series microscopes manufactured by FEI Company and, installed in our lab are highly complex instruments requiring continuous servicing by qualified engineers. The instrumentation encompasses high vacuum components, electromagnetic lenses, GATAN CCD cameras, pneumatic systems all highly integrated into computer controlled access to the various microscope functions. We maintain separate Service Contracts for our CCD Cameras with Gatan Inc. Therefore a comprehensive Service Contract is essential for the smooth operation of these microscopes. Contractor shall provide not less than one (1) scheduled preventive maintenance inspections during the contract period. Service shall be performed by technically qualified factory trained personnel. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer’s latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. Period of Performance shall be from December 1, 2008 through November 30, 2009. There is a complex level of digital access to our FEI electron microscopes and GATAN CCD cameras permitted only to the qualified FEI and GATAN service engineers. Only GATAN certified service engineers who are employees of the company and are trained in all aspects of service to electron microscope CCD’s are authorized to service the cameras. The warranty on the cameras and all the parts is only guaranteed if the CCD Cameras are serviced by GATAN Engineers. These engineers are officially on call during the regular work week but they will also answer emergency calls so as not to disrupt any ongoing use of the microscope. It is therefore imperative that each electron microscope must have an annual service contract. The proprietary GATAN Software controlling the microscope is constantly being upgraded and this can only be done by qualified GATAN service engineers. First, the GATAN engineers have the highest qualification for repairs of GATAN CCD cameras. They are specially trained on the latest models of the cameras. Any other firm that would claim that they can maintain such instruments does not have such training opportunities and they may be capable only of servicing the older models. Second, GATAN holds multiple patents on this instrument and it is a sole source for all replacement parts and accessories needed regarding service. Third, the parts of the instrument require special handling and this handling needs approval of GATAN to get the warranty replacements. Fourth, we are constantly upgrading this system with newest versions of the software and hardware. These new pieces require fine-tuning, which is cheaper if done as the part of the service contract. We have a very good relationship with GATAN Inc. On numerous occasions the service problems were resolved promptly by GATAN engineers. The service contract is quintessential for normal function of the heavily used system. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 11am ET, on December 1, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
