- SYNOPSIS (Presolicitation Notice) The Veterans Affairs Medical Center Providence, Rhode Island (VAMC Providence, Facility 650) has a requirement for Diagnostic Medical Imaging Services - Teleradiology for Weekends, Holidays, Evenings, Nights (WHEN), also known as "Nighthawk" coverage. A request for proposals will be issued to fulfill this requirement. The RFP is 100% set-aside for small business concerns. Offers from other than Small Businesses will not be considered. See government-wide numbered note 1. The successful offeror's accredited, board-certified radiologists will interpret Vista/PACS images (reads, cases, procedures) in the Radiology procedure codes listed in the American Medical Association's Current Procedure Terminology (CPT), codes 70010-78999, covering plain film cases, Computed Tomography (CT) cases, Magnetic Resonance Imaging (MRI) cases, Ultrasound cases and Nuclear Medicine cases, securely and electronically submit reports and perform Quality Assurance (QA) for its reports. Persons performing under the contract are subject to a suitability determination. The offeror will propose, implement and maintain an end-to-end, redundant, robust, secure information technology infrastructure in the form of a secure network solution including all servers, broadband connectivity and compliance with National Institute of Standards and Technology Federal Information Processing Standards (NIST FIPS) and VA Office of Cyber Security (OCS) Standards. The offeror is required to propose a Business Partnership Gateway (BPG) solution that meets OCS requirements. A five year (base plus four option years), Firm Fixed Price Economic Price Adjustment (FFP-EPA), IDIQ contract is intended. The estimated quantity per twelve (12) month period is: 5,304 reads. Per read costs shall be a percentage of prevailing category 26 State of Rhode Island par Medicare rate. The request for proposal (RFP) will be released for download on this web site (see hyperlinks to be posted below this notice). The procurement will be conducted using the procedures at FAR 12 and 15. Information in the RFP is current through FAC 2005-27. Proposals will be evaluated based on Technical, Past Performance and Price. One (1) IDIQ award will be made to the offeror that provides the best value to the government. The contract is subject to the Service Contract Act (SCA) for any labor categories encompassed by the SCA at the offeror's place of business.
