- The Naval Surface Warfare Center, Dahlgren Division, intends to negotiate on a sole-source basis with Hypersonics, 164 Ferne Court, Palo Alto, CA 74306-4607 to deliver (1) training to the Government for non-commercial Global/Local Hypersonic Omni Species Thermal (GHOST) three-dimensional Navier-Stokes software for reentry vehicle flowfield analysis and the Navy's UNITARY reentry-vehicle component aerothermal, thermal, and shape-change analysis software as currently developed, (2) enhancements to the GHOST and UNITARY software to upgrade the computational fluid dynamics capability of these software products, (3) system installation/ interface software, and (4) validation analysis of new software. Deliveries shall include source code, monthly progress reports, and up-to-date Users Guide to complement existing GHOST and UNITARY documentation. Hypersonics is uniquely qualified to satisfy this requirement because the firm developed the GHOST and UNITARY software for which additional training, documentation, and enhancements are to be demonstrated and delivered. See Note 22. The Government plans to issue RFP N00178-09-R-3001 when this synopsis has been published for 15 days and leave the RFP/solicitation open for 30 days. Time from publication of this synopsis to award of a contract may take as little as 45 days. Questions and responses are invited and should be submitted, in Microsoft Word format, no later than __16 December 2008__ to DLGR_NSWC_XDS13@NAVY.MIL and should reference this synopsis number: N00178-09-R-3001. Please include your company CAGE code and POC information with your response. This synopsis notice does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited. This synopsis is issued for informational purposes only. Responses in any form are not offers. There are no funds available to pay for the cost of preparing responses to this synopsis.
