Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Quotes (RFQ) will result in an award under the applicable established Blanket Purchase Agreement (BPA) for Armored Steel for 2,328 sheets of 3/8 inch 4'x12' RHA Steel IAW MIL-A-12560, Class 1. All quotes should be in accordance with the stated terms and conditions of the BPA and include all necessary documentation. Quotes are due by COB Friday, 21 November 2008. Inspection and Acceptance: Origin FOB: Destination PLEASE NOTE: The restriction at DFARS 252.225-7030 does apply to this acquisition. Only material that is melted and rolled in the United States or Canada can be offered to the Government. Contractors must certify that their quote complies with this requirement by providing such a statement with their quote. The following quantities carry a Defense Priority Allocations System Rating of DO: RIA Deliveries: 20 each 15 Jan 2009 600 each 04 Feb 2009 170 each 04 Feb 2009 170 each 18 Feb 2009 600 each 05 Mar 2009 SR W0K8 RIA INSTL STK REC ACCT BLDG 299 GILLESPIE AV AND BECK LANE ROCK ISLAND, IL 61299-5000 Watervliet Deliveries: 600 each 18 Feb 2009 108 each 04 Mar 2009 SU W0K9 OSC WVA-STOCK RECORD ACCT BROADWAY STREET BLDG 10 RT 32 WATERVLIET, NY 12189-4050 The following quantities carry a Defense Priority Allocations System Rating of DX: Letterkenny Deliveries: 60 each 04 Feb 2009 XR W0L6 USA DEP LETTERKENNY LETTERKENNY ARMY DEPOT BLD 350, DOOR 11 CHAMBERSBURG, PA 17201-4150 These are the Government's minimum required delivery dates to support the Government's current production plan requirements, however early deliveries are acceptable and desired. All quotes should contain the best possible delivery schedule for these quantities if it differs from the requirements above. If no quote is received that complies with the delivery schedule above, actual delivery capabilities will be evaluated as well as price for this acquisition. The Government reserves the right to possibly make multiple or split awards to meet the urgent schedules set forth above, therefore contractors should consider this risk when pricing material. The Government reserves the right to pay premiums for quicker deliveries, if it is determined to be in its' best interest for the program requirements. All quantities must have a firm and definitive delivery date or schedule in order to be considered for award. Any resulting award will not exceed the ordering dollar limitations of the established BPAs and as set forth at FAR 13.303-5(b)(2). NOTE: The following blocking/bracing requirements are incorporated into this RFQ. All current and future BPAs will be modified to reflect this requirement. Any quote submitted shall include costs associated with this blocking/bracing requirement: When loading for transport, the contractor shall block every five to seven plates with three, 4 inch x 4 inch blocks, for safety during unloading. Bundles of five to seven plates will be from the same heat number and tagged with the heat number. Contractors packing list will contain the heat numbers and the number of plates for each heat number. The Government requires that these items be shipped by flat bed truck for reasons of safety, and ease and efficiency in off-loading. Items not shipped by flat bed will be rejected at receiving and may not be unloaded. Failure to comply with this requirement may result in the Government assessing the contractor additional off-loading costs, which may result in a reduction of contract price.
