Description
Description This is a Sources Sought Notice to determine the availability of potential small business (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can assist CMS in developing and formulating its requirements for an information technology solution to eliminate redundant data entry tasks in similar information between our two disparate applications; Audit Tracking and Reporting System (ATARS) and Clarity Priority Project Tracker (CLARITY PPT). CMS is looking for small businesses that have the ability to team with qualified vendors (as necessary) and have expertise in this area. Background CMS is responsible for tracking implementation of all audit audits and related recommendations issued by external audit organizations (e.g., Office of Inspector General, and General Accountability Office, etc.). This task is currently managed by the following two IT applications: •Audit Tracking and Reporting System (ATARS) •Clarity Priority Project Tracker (Clarity PPT) CMS uses the Audit Tracking and Reporting System (ATARS) as the primary system for end-to-end audit tracking and reporting. This application is based on PowerBuilder technology software. In the future ATARS may potentially be a Java-based application on a Sun platform, but that decision has not been made. CMS also uses the Clarity Priority Project Tracker (Clarity PPT) system to track detailed information about each audit recommendation contained in ATARS where a corrective action plan (CAP) and the related milestones are required. Clarity is a web-based application that uses an Oracle database repository. First, Information in ATARS must be manually extracted, cleaned and reformatted for manual entry into the Clarity PPT system for tracking and updates. Once tracking is completed in Clarity PPT, status information must be manually transferred back to ATARS to update the audit records. Second, CAP reporting is currently handled in Clarity PPT and there is a need for supplemental ad hoc reporting capabilities within Clarity PPT. In order to respond to this notice, contractors must have the experience with and/or the ability to provide the following: 1An appropriate product or innovative technology approach that can appropriately address the needs stated above. Notwithstanding, we recognize that not all requirements may be met by a single software system. 2Discussion of product capability and technology approach vis-à-vis the potential requirements. 3The product system requirements and product integration specifications (if available) and any other specific or pertinent information. 4Potential requirements as they pertain to the data initiative needs and current infrastructure described. Please include the following in your response: Business Information -- a. DUNS: b. Company Name c. Company Address d. Are you on GSA Schedules and/or GWACS appropriate to this Sources Sought? If so, please provide contract number(s). e. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp. g.Business Structure (corporation, LLC, sole proprietorship, partnership, etc.) and TIN h.Company Point of Contact, Phone and Email address Teaming Arrangements: All teaming arrangements shall also include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted not later than December 4, 2008. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages (including teaming arrangements). Do not provide solutions or information of a proprietary nature. This Sources Sought Notice is information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation.
