Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is W90KNA-8302-0501 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 27 Nov 08, 1:00 p.m. Oregon Local Time. The RFQ will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 335921. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes t o procure the following supply or services: 1.0 Scope of Work 1.1 This project provides for the installation of a 4 conduit that extends from the Bend Armory to the Qwest Vault at the street. This project will require the locating, excavating, repairing and extending an existing conduit on the Bend Armory Site. Additionally, from the Armory POP to the MDF there will be plenum conduit run and populated with fiber optic cable terminated with SC connectors. Please see below for details. 1.2 Scope of work A.Locate damaged 4 conduit area. B.Excavate and expose damaged 4 conduit. C.Repair damaged 4 conduit. D.Trench 195 ft. and extend one 4 conduit from damaged conduit area to new communications entry vault location. E.Provide and set one communications entry vault. F.Core drill 1-5/8 hole in Qwests vault for conduit entry. G.Trench from the new communications vault to Qwests vault, and install one 2 conduit with pull line. H.Rod and proof 4 conduit installation. I.Install one three cell MaxCell. J.At the MDF install one 6ct. fiber cable rack-mount FDU. K.Install one 6 strand wall-mount FDU with lock and key at POP. L.Core drill two concrete block walls for 1 conduit entry. M.Install 80 ft. of 1 plenum conduit from POP to MDF. N.Place 80 ft. of 6 strand 62.5 micron Multimode fiber backbone cable from POP to MDF O.Terminate 12 fiber strands with 12 SC connectors (POP 6, MDF 6). P.Two wall risers. Q.Test and proof fiber cable backbone. R.All cables and outlets in which they terminate will be identified by the contractor at both ends of the wiring run, in compliance with TIA/EIA-606. 1.3 Installation Methodology All work will be completed to conform to: Manufacturers specifications Latest edition of the National Electrical Code Latest edition of the National Electrical Safety Code ANSI/TIA/EIA-568-B.1, Commercial Building Telecommunications Cabling Standard, Part 1 General Requirements TIA/EIA-569-B, Commercial Building Standards for Telecommunications Pathways and Spaces ANSI/TIA/EIA-606-A, Administration Standard for commercial Telecommunications Infrastructure ANSI-J-STD-607-A Commercial Building Grounding (Earthing) and Bonding Requirements for Telecommunications All local codes and ordinances NOTE: Where a conflict exists, local codes and ordinances will supersede all other requirements. 1.4 Excess Materials Any excess materials leftover from the new installation, will be given over to the ORARNG DCSIM-CE. 1.5 As-Builts Upon completion of the project, the contractor will provide an as-built package that contains the new conduit locations on a map. 2.0 Government-Furnished Property and Services none 3.0 Delivery Schedule The work must be complete within 45 days from the delivery of award to the contractor. The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
