- Please note the modified language in paragraph one. The Defense Security Service (DSS) plans to award a firm fixed price level of effort contract for counterintelligence analyst services. The award will be for a base year with options for increased level of effort and for additional analyst positions. DSS intends to make award not later than January 30, 2009. The NAICS code for this solicitation is 541990. This requirement is a small business set aside. The proposed acquisition is for seven counterintelligence analysts to provide technical and analytical intelligence/counterintelligence support to supplement the DSS Counterintelligence Office federal workforce. Work will include analyzing and evaluating raw data collected from established sources to produce finished intelligence on geographic or functional areas, identification of intelligence gaps in collecting information and making recommendations for corrective action. Contractor employees must have a top secret/SCI clearance prior to beginning work on the contract. The place of performance for this contract will be at DSS headquarters in Alexandria, VA, Columbus, Ohio and Linthicum Md. However, due to the agency’s anticipated BRAC moves, these locations will change, respectively, to Quantico, VA, Fort Meade, Md. and Quantico VA sometime in 2011. DSS will make award to the responsible offeror who conforms to the solicitation and provides the best value to the Government.
