- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWC Division Newport intends to place a Fixed Price order with Science Applications International Corp., Middletown, RI for technical and engineering services for support during development, testing, and analysis of advanced signal processing algorithms. Tasking includes advanced signal processing algorithm evaluation and testing, data reduction, and analysis support. The period of performance is through 31 December 2009. The basis for the sole source to SAIC is that they are the only source of in depth knowledge, data, and technical information required to support the Acoustic Intelligence signal detection and classification algorithms which have been developed by them under a previous ONR contract. The solicitation will not be made available before 28 November 2008. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
