- On February 28, 2008 a performance decision announcement was posted in FedBizOpps announcing that the "Lowest Cost Provider" under the streamline cost comparison for Print Mail was determined to be the private sector. As a result of this performance decision solicitation SSA-RFP-08-1069 was issued. The evaluation criteria listed in solicitation SSA-RFP-08-1069 stated: "The intent is to select a service provider (private or public) whose offer to the solicitation requirements and is based on the lowest price, technically acceptable (LPTA) offer as defined in FAR 15.101-2 and the OMB Circular, A-76 (Revised May 2003). A contract will not be awarded unless the LPTA offer is less than the Government’s tender, considering, the minimum cost differential is the lesser of: (1) ten percent (10%) of the personnel costs in the In-House Cost Estimate or (2) $10,000,000 over the entire performance periods in accordance with OMB Circular, A76." In accordance with thie criteria, SSA will not be awarding a contract to the private sector as the lowest price technically acceptable offer is not less than the Government's tender, considering the minimum cost differential requirement. Therefore the performance decision made on February 28, 2008 is hereby reveresed and the "Lowest Cost Provider" for Print Mail ervices is determined to be the Government.
