Description
The Food and Drug Administration of the U.S. Department of Health and Human Services (DHHS) in support of the Office of Criminal Investigations (OCI) and in accordance with FAR 5.201, intends to solicit proposals from qualified small businesses to provide professional consulting/advisory services to assist with development, establishment, and implementation of a critical incident response program, which includes training and deployment of personnel to intervene and/or address crisis/ trauma situations involving OCI law enforcement personnel. These situations include line of duty deaths or injuries of OCI agents and employees, shootings, vehicle accidents, or other situations where an OCI agent or employee is involved such as suicides, deaths, or other tragic situations that are not covered by existing contracts covering OCI employees. The contractor shall have experience with similar programs which address the unique needs of a law enforcement organization and have specific experience in the development and implementation of trauma/crisis intervention management programs, and training of program personnel, for a diverse variety of law enforcement organizations and personnel. The Contractor shall possess a PhD in the field of psychology or equivalent credentials, experience with assisting law enforcement agencies with critical incident and traumatic events, crisis management, death notifications, suicide awareness and other mental health issues in the workplace as they relate directly to law enforcement. The solicitation will result in a fixed price type contract. The anticipated period of performance is for (12) months with the option to extend for four (4) additional twelve month periods, for a total of five (5) years. This notice is issued for informational purposes and not a request for competitive proposals. The solicitation will be available on or a about December 2, 2008, on the FedBzOpps website at http://www.fedbizopps.gov. Prospective offerors are responsible for downloading the solicitation and amendments. It is the offerors responsibility to monitor the FedBizOpps website for the release of the solicitation and amendments.
