Description
November 14, 2008 The Department of Veterans, VA Boston Healthcare System, has a requirement for vendor, Edwards Lifesciences in Irvine, CA 92614 to provide Edwards Vigilance II CCO monitors in the Coronary Care Unit in West Roxbury campus located at 1400 VFW Parkway,West Roxbury, MA 02132. It is the Governments intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Also this notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within seven (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. This information can be faxed to Christine Gorman at 774-826-3347. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Inquires/information received after established deadline of Friday, November 19, 2008 16:00 EST shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. VA Boston Healthcare System Coronary Care Unit 2.Nature and/or description of the action being approved. Sole source procurement of Edwards Vigilance II CCO monitors. 3.Description of the supplies or services required to meet the agencys needs (including the estimated value). 523-09-1-7821-0003 for Continuous cardiac output monitoring systems for the cost of $37,500.00. 4.Identification of the statutory authority permitting other than full and open competition. FAR 6.302-1, USC 253(C) (1) 5.Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited. The Vigilance I CCO monitors that we currently use are going out of service at the end of this calendar year, Edwards has offered a discounted upgrade package to its customers. The monitors are being offered at a 33% discount from the list price. In addition to saving money on the discounted monitors, we would also save by not having to purchase new cables, carts, and catheters, as these equipment items are the same for the upgraded monitors as for the old monitors. 6.Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a Commerce Business Daily notice was or will be publicized as required by subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies. The following vendors were assessed in addition to Edwards: Hospira Pulsion The Pulsion CCO monitoring system requires a femoral arterial catheter, which has a high risk of infection. The intensive care unit staff is strongly against purchasing a monitoring system that requires this type of catheter as the patient would incur unnecessary risk. The Hospira CCO monitoring system is comparable to the Edwards Vigilance II system, but it is more expensive. Not only are the monitors themselves more expensive, but new catheters and carts would need to be purchased as well, as these monitors are not compatible with the ones that are currently used in the intensive care units. The pricing for the Edwards upgrade is $10000 per monitor, while the price of the Hospira device is $25,000 per monitor. In addition, the staff would have to learn a completely new system, so more training would be required. 7.Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable. 8.Description of the market survey conducted (i.e., names of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. 9.Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. The intensive care units and OR currently use the Edwards Vigilance I continuous cardiac output monitoring systems. Because the staff is already familiar with the company and their technology, minimal training would be required on the upgraded Vigilance II monitors. 10.A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. None today. 11.A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Contracting Activity will continue to encourage full and open competition whenever possible.
