- Description
- The Contractor shall provide all services, materials, supplies, facilities, supervision, labor, and equipment, except that specified as Government-furnished, to perform Training Support Center (TSC) and Multimedia/Visual Information Service Center (M/VISC) functions. The Contractor shall provide services to include, but is not limited to, management and oversight of the TSC/Training Aids, Devices, Simulators and Simulations (TADSS), management, loan, issue, receipt and storage of TADSS to include Multiple Integrated Laser Engagement System (MILES), provision and training of instructor/operators and operators for virtual TADSS, maintenance of TADSS, TADSS familiarization training, loan, issue, and printing of Graphic Training Aids (GTA), local design, fabrication, and shipment of training devices, photography services, graphics art services, Visual Information (VI) broadcast audio/video services, VI multimedia services, presentation support, VI media/equipment support services, and other related services. North American Industrial Classification System (NAICS) Code 561210 is applicable to this acquisition. The applicable size standard is $35.5 million. The Government will issue a 100% small set-aside Request for Proposal (RFP). Contract award will be made on the basis of Best Value. Evaluation factors will be listed in order of importance in the RFP. Award of a Cost Plus Incentive Fee (CPIF) contract is anticipated. The expected award shall consist of one base period of performance (1 Apr 09, or date of award, through 30 Sep 09) and may include up to three option periods of performance. There is no guarantee that any option period of performance will be exercised. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/ and the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps and ASFI websites for the release of the solicitation package or subsequent solicitation amendments. The RFP will be issued on or about 2 DEC 2008. There will be a pre-proposal conference/site visit that all prospective bidders are encouraged to attend. Specific date and time for the site visit will be provided in the solicitation. The closing date for submission of offers will be on or about 7 JAN 2009, 4:00 p.m. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
