Description
The purpose of this sources sought notice is to identify potential qualified small businesses, 8(a) businesses, and Historically Underutilized Business Zone (HUBZONE), with the capability to perform professional Architect-Engineering services at VA, National Acquisition Center, Bldg 37, Hines, IL. Results of this market survey/sources sought will be used to make appropriate acquisition decisions for procuring these services. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government will not debrief on the results of this survey. All information submitted will be held in a confidential manner and will only be used for the intended purpose. Work may consist of an Indefinite Delivery, Indefinite Quantity Multi-Disciplinary Architect-Engineering services for various projects at the Department of Veterans Affairs, Bldg 37, Hines, Illinois. Including but not limited to all aspects of designing for various in-house and nonrecurring maintenance projects including the preparation of designs, plans, specifications, cost estimates, and miscellaneous reports. The AE may be required to furnish services for reports, planning and programming studies, investigations, site selections, design concepts, tentative design, working drawings and specifications; review of shop drawings, samples, equipment, data, and other related documents. Services may include designing architectural modification additions, complex electrical and mechanical systems for commercial buildings, data centers, under ground and above ground utilities and parking. All work shall be accomplished in accordance with codes and standards for plumbing, HVAC, electrical handicap, fire protection, and tuberculosis requirements. The Government will evaluate sources on the following:1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with Government agencies and private industry in terms of costs control, quality of work, and compliance with performance schedules; 5) Location and facilities of working offices; 6) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness; 7) Record of significant claims against the client because of improper or incomplete architectural and engineering services; 8) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. The geographical area of consideration is a 100 mile radius from Veterans Affairs, Bldg 37, Hines, IL. North American Industry Classification Code is 541330 and the size standard is $4.5Mil. This is not a Request for Proposal. Firms that have the qualifications to perform the services described above should submit two copies of Standard Form (SF) 330 to Ms. Katherine McClendon, Contract Specialist, Department of Veterans Affairs, Office of Acquisition and Logistics, National Acquisition Center, P.O.
