- The Department of Defense Education Activity (DoDEA) intends to award on a competitive basis, using commercial procedures, a contract for a Commercial Off The Shelf, (COTS), software product (or products), services and computer hardware to provide a Core Student Information System, SIS. The solicitation number is HE1254-09-R-0001, and is issued as a Request for Proposal (RFP). This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-27 and DCN 20081020. The Department of Defense Education Activity is a federal government agency, an education activity, tax exempt, and qualifies for academic/educational pricing. DoDEA supports military dependent schools both stateside and overseas. All responsible sources may submit a proposal which shall be considered by the agency. Interested parties should ensure that their information in the Central Contractor Registration, http://www.ccr.gov/ is accurate and current. This requirement is unrestricted. Offerors shall submit their offers in accordance with the submission instructions contained in the solicitation by 2:00 PM EST (Eastern Standard Time), Friday, December 19, 2008. No information concerning this solicitation or requests for clarification will be provided in response to telephone calls. All inquiries must be submitted in writing by email to both ronald.kunz@hq.dodea.edu and james.church@hq.dodea.edu or fax, 703-588-3713. Answers will be provided to potential offerors via amendment to the solicitation. No inquiries will be considered if received more than twelve (12) calendar days after the issue date of this solicitation. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at http://www.fbo.gov. Amendments may be posted to FedBizOpps until the response due date.
