Description
U.S. Fish and Wildlife Service combined Request for Quotation, 982109Q203, Commercial Services - Lease or Rental of Facilities. NOTE: THIS IS A COMBINED SYNOPSIS/SOLICITATION AS PROVIDED AT FAR 12.603 "STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS". THIS NOTICE ANNOUNCEMENT CONSTITUTES THE ONLY WRITTEN SOLICITATION FIRMS WILL RECEIVE. THIS SOLICITATION AND ANY RESULTING CONTRACT ARE CONDUCTED UNDER THE PROVISION OF FAR PARTS 12, 13, AND 15 AS APPLICABLE. The U.S. Fish and Wildlife Service (hereinafter referred to as "the Government") plans to award a contract established on the basis of close proximity to Washington D.C.'s Washington Metropolitan Area Transit Authority (Metro) and the National Zoo, and, on-site space options such as co-located space for breakout sessions, sufficient space layout to accommodate crowd flow in and out of sessions, adequate number of in-house dinning and social space options to accommodate approxinmately 500-600 conference attendees. All responsible sources may submit a quote which will be considered by the Government A. STATEMENT OF WORK 1.0 Objective. This requirement has the objective of acquiring hotel conference facilities and rooms for the purpose of hosting the 2009 National Wildlife Refuge System Friends Conference February 21-23, 2009. The Contractor shall provide total services and accommodations described in this statement of work. 2.0 Description of Requirement. This conference will be held in the Washington DC. The anticipated number of attendees is as follows: Conference Guest Rooms Rates- 500-600 single or double occupancy. Proposed room rates shall not exceed the Federal Government per diem room rate for Washington, D.C. at the time of the meeting. Conference Meeting Space-General session room for 2 days; 10 individual break out session rooms to accommodate 40 - 80 people for 2 days; office and work space for 3 days, exhibit space for up to 50 table top exhibitors for 3 days. Audio Visual equipment and services to support general and breakout/concurrent sessions and awards reception and program. B. PERIOD OF PERFORMANCE The contract performance period will be from February 21, 2009 through February 23, 2009. C. APPLICABILITY OF FAR PROVISIONS: The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this solicitation and are incorporated by reference.FAR 52.212-1 - Instructions to Offerors - Commercial Items. Addendum paragraph (h), Multiple Awards - delete in its entirety, the government plans to award to a single contract resulting from this requirement. Offerors must include a complete copy of FAR provision 52.212-3 - Offeror Representations and Certifications - Commercial Items with their offer (a copy of FAR 52.212-3 in full text is available at www.arnet.gov/far) FAR 52.212-5 - Contract Terms and Condtions Required to Implement Statutes or Executive Orders-Commerical Items. FAR 52.212-4 - Contract Terms and Conditions - Commerical Items, Conditions. Quotes will be evaluated in accordfance with FAR Provisions 52.212.2, Evaluation of Commerical Items, price and other technical factors considered. FAR 52.249-2 - Terminiation for Convenience of the Government (Fixed-Price). D. CENTERAL CONTRACTOR REGISTRATION (CCR): In order to be awarded a United States Government contract, all Contractors must be registered with the Central Contractor Registration (CCR). Registration is cost-free. Go to http://www.ccr.gov to register. Prior to registering with CCR, you must obtain a DUNS number. The DUNS number may be obtained on-line by registering with Dunn & Bradstreet (D&B). The website is: http://smallbusiness.dnb.com. There is no cost to register with D&B or to receive a DUNS number. You are encouraged to register immediately since the process can take considerable time. E. INSTRUCTIONS TO OFFERORS 1.0 Format of Quotes: Quotes must contain: (1) the name and address of offeror, and point of contact and telephone number; (2) Representations and Certifications at FAR 52.212-3; (3) price quote broken out as follows: single room rate, double room rate, meeting room rental; exhibit room(s) audio visual equipment. 2.0 Quote Submission Instructions: Offers should be submitted to the Contracting Officer via e-mail or FAX only.
