Description
This synopsis is for a new solicitation - Request For Proposal (RFP) #HE1260-09-R-6001. This new solicitation supercedes HE1260-09-R-6000, which was for the same requirement, but was cancelled in its entirety. Accordingly, the Department of Defense Dependents Schools (DoDDS) Pacific intends to procure 1) playground equipments and tiles; 2) services to remove and dispose of the existing playground equipments and tiles; and, 3) installation of the new playground equipments and tiles. These items will be procured utilizing a Lowest Price, Technically Acceptable (LPTA) source selection evaluation process. The technical evaluation factors will be 1) Management Approach and 2) Technical Expertise. Past Performance will be evaluated pursuant to FAR 9 Responsibility Determination. Award will be made in accordance with FAR Parts 36 and 15. This will be a 100% small business set-aside, as the location for this contract is in Guam. The contract resulting from this solicitation will be Firm-Fixed-Price construction contract. Delivery is F.O. B. Destination to Andersen AFB Guam. Specific offeror submittal requirements and specification information will be included in the Request for Proposal (RFP) Number HE1260-09-R-6001 to be posted in the Federal Business Opportunities (FedBizOpps) website on or about 6 November 2008, to close 15 days from RFP issuance date. The anticipated award date will be on or about 5 December 2008. A Site Visit is scheduled for 13 November 2008 at 2:30 pm, local Guam time. All offerors' representatives interested in viewing the site of the contract, shall meet the designated Government representative at the Main Gate of Andersen Air Force Base no later than 2:00 pm. This entire project must be completed no later than 30 August 2009. The Department of Defense requires all offerors and contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR Part 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database. A ll responsible sources may submit a proposal which shall be considered by the agency. Inquires concerning the RFP may be submitted in writing via email to: dppd@pac.dodea.edu.
