Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and in the format in Subpart 12.60, and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM011-09-Q-0004BAH and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 05-27 dated October 17, 2008. The North American Industrial Classification System (NAICS) code is 236220, and the small business size standard is $33.5M. This procurement is restricted, to the small business community, so long as the small business community can realistically fulfill the requirement. The Office of Personnel Management (OPM) is soliciting to procure renovation services to alter leased space within the Federal Investigative Services Division (FISD) located in Boyers, PA. The contractor shall provide all labor, incidental materials, and other services necessary to renovate an area within the FISD facility into an Information Technology (IT) Training and Conference Room; the deliverable is detailed in the below Statement of Work (SOW). The following are inserted by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (to be submitted with quotation); 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. FAR 52,212-4. FAR Clauses 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items with the following clauses applicable: FAR 52.222-3 Convict Labor; 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans; 52.222.36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.225-1 Buy American Act-Supplies; 52.232-36 Payment by Third Party. FAR 37.107 1965; The Service Contract Act of 1965 (41 U.S.C. 351-357) provides for minimum wages and fringe benefits as well as other conditions of work under certain types of service contracts; Davis Bacon Act (52.222.6). The latest wage determinations for both the Service Contract Act and the Davis Bacon Act, for the locality of the work area, may be accessed electronically at website http://www.wdol.gov. The locality of this work is Butler County, PAThe most recent wage determination shall be incorporated in full text to the successful offeror. The full text of FAR references may be accessed electronically at website http://www.acqnet.gov Interested Parties may request a site visit by contacting the Contracting Officer. Offerors are invited to submit their quotations to OPM-Federal Investigative Services Division in response to this notice by 3:00 PM, November 21, 2008. Only written requests for additional information will be accepted. Notification of any changes shall be made only on the internet. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Bradley.Holtzapple@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered. Vendors may register with CCR by calling 1-888-227-2423 or (269) 961-5757, or by accessing www.ccr.gov. BACKGROUND The U.S. Office of Personnel Management, Federal Investigative Service’s Division, (OPM-FISD) is requesting quotations for the renovation of existing space to transform it into a Information Technology (IT) training area and Conference Room. STATEMENT OF WORK SCOPE: The contractor shall provide all materials, parts and labor to renovate the existing space to current building, American Disabilities Act (ADA), Heating, Ventilation, and Air Conditioning (HVAC) standards. The Contractor shall use their expertise to ensure that the Government has included all criteria necessary to insure this area meets current building code requirements and is comfortable and useable for the intended use of an IT training and conference space. Renovation of this space will include but should not be limited to the following: odemolition of existing structure within space; ofurnish and install flooring and suspended ceiling; ofurnish and install 2 sided drywall; ofurnish and install door and frame; ofurnish and install HVAC supply and return ventilation; ofurnish and install lighting; ofurnish and install electrical connection and receptacles; ofurnish and install data/phone connectivity; ofurnish and install fire control and smoke detection systems; ofurnish paint and paint all exposed exterior surfaces so that the chosen color is consistent throughout the space and no alternate colors bleed through upon visual inspection. The Government desires that all work be completed as soon as possible. Offers must include in their quotation a schedule for completion of work. QUOTATIONS Offerors are invited to submit firm, fixed price quotation responses for the deliverable; IT training area and conference room. The contractor shall provide fixed-prices for the deliverable. Quotations must be received by the Office of Personnel Management no later than 1500 (3:PM)EST November 21, 2008. QUOTATION EVALUATION/ CONTRACT AWARD Price Evaluation: OPM-FISD will evaluate quotations, to determine price reasonableness, and the ability to the deliverable as described in this RFQ. An order will be awarded to the vendor whose responsive quotation offers the best value to the OPM. Quotations submitted under this Statement of Work will be evaluated, and a contractor selected, based on both technical and cost considerations. Technical information must explain the space alteration in full. Please provide price quotations separately from the technical information. Evaluation will be based on best value criteria; non-price factors, when combined, are approximately equal in importance to the price. Non-price factors are; A.The understanding of the Governments’ requirement (demonstrate working knowledge of trade regulations while providing a comprehensive solution to satisfy OPM’s need); B.Experience – exhibit work of a similar nature and technical complexity.
