Description
This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.12. This is not a solicitation announcement. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The purpose of this market survey is to notify potential offerors of a forthcoming solicitation and obtain company capability statements. Results from this market survey will be used to clarify work statements and costs estimates. Additionally, a decision will be made on the basis of responses as to whether this procurement should be set-aside in whole or in part for Small Businesses. This market survey announcement applies only to Small Businesses. See SUBMISSION REQUIREMENTS below. BACKGROUND Project background and summary of requirements are provided in Attachment 1 to this market survey. SUBMISSION REQUIREMENTS This acquisition is tentatively planned as a 100% Small Business set-aside contract award. Accordingly, this market survey is limited to Small Businesses with a North American Industry Classification System (NAICS) code of 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). This restricts small businesses to a size standard of no more than 500 employees. The FAA reserves the right to change the set-aside requirement before the RFO is issued, dependent on responses to this market survey and other factors. In the capability statements, respondents must be able to address direct experience/expertise in each of the functional areas of Section C, provided at Attachment 2 of this market survey. Notwithstanding the Personnel Labor Categories mentioned in Attachment 1, the FAA is also interested in the types of staff potential offerors would bring and their staffing plans. Interested companies are requested to submit their capability statements, limited to six (6) single-spaced typewritten pages, via e-mail using Microsoft Office 2003.
