Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this announcement. This solicitation incorporates provisions and clauses in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis.This requirement is set aside 100 percent small business using the NAICS 541511. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with Michele Ugas, Silver Spring, Maryland, to acquire Oracle technical support services for the Hosting Services Branch (HSB), Division of Computer System Services (DCSS), Center for Information Technology CIT), National Institutes of Health (NIH), for a 12-month Base Period and one (1) successive 12-month Option Period. The Database Systems Team within HSB is responsible for the following: (1) Assists users within the NIH Institute/Centers (ICs) and other divisions within CIT to identify promising database and information processing technologies for administrative systems used to support biomedical research programs at NIH; (2) evaluates and provides database and information technologies that enhance access to centralized data; (3) provides a stable software and data repository environment for enterprise-wide data base and information systems; and (4) supports and assists NIH ICs in implementing appropriate technologies to meet their centralized data base and information processing needs. The Contractor shall assist the Database Systems Team within HSB in planning, testing and implementation of software installation, customization, upgrading, patching, monitoring, tuning, back-up and recovery, and maintaining and supporting Oracle databases and mid-tier environments, including Disaster Recovery. Specifically, the Contractor shall (1) direct and participate in system problem determination, assessment, troubleshooting, and resolution of Oracle issues within a multi-platform (HP Tru64, HP-UX, and Solaris) operating environment, and tracking of issues between staff, customers, and vendors; (2) define requirements, recommend design, and oversee the implementation and support of assigned software in the HSB hosted Oracle database server and Application Server environment; (3) determine and track inter-dependencies and changes that could affect customers and implement solutions to minimize impact, including HP Tru64, HP-UX, and Solaris operating system and Oracle software upgrades; (4) serve as primary architect for the HSB migration of shared Oracle services (a shared environment supporting multiple customers and multiple instances) from an HP Alpha Tru64 environment to more virtualized HP Itanium HP-UX environment; (5) consult with application database administrators, application developers and end users on database design, application design, technology choices and methodologies, connectivity, security, performance, and tuning issues; (6) respond to requests for assistance in resolving complex technical problems within dedicated Oracle database and Application Server environments, as well as shared environments supporting multiple customers and multiple instances securely on a single host; (7) research and evaluate emerging technologies related to relational database systems and middle tier applications servers, including web-based COTS products and new Oracle technologies; (8) provide technical input, planning, and guidance for the evaluation and subsequent implementation of Oracle hosting processes to improve the standardization and migration of those processes, where appropriate, toward a more mainstream COTS implementation; (9) participate in the development and refinement of configuration management and testing methods and procedures, using IT service best practices methodologies to contribute to efficient service delivery for Oracle hosting services; and (10) experience in other government-related databases and software. In order to successfully accomplish the work requirements, the Contractor must possess (1) in-depth knowledge and experience with Oracle Relational Database Management System (RDBMS) software supporting administrative applications within a biomedical research organization such as the NIH; (2) at least seven (7) years direct experience in the public sector in system design, architecture, implementation, product planning, installation, configuration, customization and maintenance of agency enterprise-wide Oracle RDBMS infrastructure environments; (3) experience supporting Oracle RDBMS on HP Tru64, HP-UX, and Solaris Unix platforms in production environments; (4) extensive operational experience with the implementation of Oracle RDBMS and Oracle Application Server products in both dedicated server and shared server (multiple customers and multiple instances on a single host) environments; and (5) a minimum of an undergraduate degree (or equivalent) in Computer Science, Information Science, Engineering, or a related field. Certain kinds of experience may be used in lieu of education. In order to substitute experience for educational requirements, the experience must be recognized as sufficiently technical or specialized to achieve the knowledge and skills needed to successfully accomplish the work requirements specified herein. Michele Ugas' previous experience at NIH in working with the NIH Oracle applications, database and servers used to support biomedical research programs makes her uniquely qualified to continue this service. She has in-depth experience implementing and providing production support of both Oracle database and Application Server products. She has more than seven (7) years experience supporting Oracle in a multi-platform operating environment which includes HP Tru64, Solaris and HP-UX systems. She helped architect the current HSB shared Oracle hosting model and has extensive experience supporting and debugging issues in this shared Oracle environment which hosts multiple customers and multiple instances on a single system. She has broad background knowledge of issues present in an HP Tru64 implementation of shared Oracle systems which must be addressed in the planed migration to a new HP Itanium HP-UX implementation. CIT has determined that Michele Ugas is the only commercially available source with the required prior experience and expertise to successfully fulfill all of the requirements stated above. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit descriptive literature fully documenting their experience and expertise which will be considered by the agency. Sources interested in responding to this notice must be able to provide convincing evidence that they can fulfill all of the requirements specified above. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to conduct a competition for this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM intends to make an award for this commercial item in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items.
