Description
This is not a solicitation for bids/proposals but a Request for Information (RFI). This sources sought synopsis is issued for the sole purpose of the Soldier Support Branch of the Natick Contracting Division, U.S. Army RDECOM to conduct Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. This effort is to identify potential manufacturers of Cloth, Airplane, commonly referred to as Airplane Cloth. The manufacturing processes that govern the manufacture of this cloth are detailed in a commercial industry specification maintained by the Parachute Industry Association. This specification can be located at www.pia.com. Specifically, PIA-C-5646B, CLOTH, AIRPLANE, dated 01 May 2003. The Government is conducting supplemental market research to identify potential domestic manufacturing capabilities to produce this cloth in support of procurement contracts for personnel parachutes. Currently there are no qualified manufacturers or vendors who meet the requirements for a domestic source as outlined in Title 10 United States Code Section 2533a (The Berry Amendment). The Berry Amendment restricts the acquisition of textiles, as end items or components of end items, to only those textiles which are grown, produced, processed, reprocessed, or reused in the U.S. Specific Material and Manufacturing Requirements. The cloth shall be made from 2-ply combed yarn spun from cotton of a suitable staple length to assure conformance of the finished cloth to this specification. The yarn shall be mercerized under tension. Piece mercerization shall not be accepted. Finishing shall consist of washing, framing and medium-cold calendaring. Calendaring shall be sufficient to lay any nap present and to provide a smooth, even surface. Care should be taken to avoid excessive roll pressure on the cloth. Please refer to PIA-C-5646B, CLOTH, AIRPLANE, dated 01 May 2003 for further material requirements. Respondents are requested to submit one sample roll of 100 yards for either a width of 36 or 60 inches, or one sample roll of 50 yards with a width of 90 inches of the finished product, along with all requisite material certifications and an affidavit affirming that the material and all processes used in the manufacture of this material are fully compliant with the Berry amendment to Natick Contracting Division at their own expense. Respondents will be required to provide product certifications with submitted items. Respondents will not be reimbursed for any submittals as described in this announcement. At this time, RDECOM is seeking sources for the manufacture of Airplane Cloth that meets the Army's requirements. This market survey is for informational purposes only; this is not a Request for Proposal (RFP). All interested firms, regardless of size, are encouraged to respond to this request for information.
