- Notice of Intent: Pursuant to FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements), the US Army Contracting Center (TACOM), Deployment Non-Standard Vehicle Division, intends to negotiate, on a sole source basis with Textron Inc. to provide spare parts to support the Stretch Armor Security Vehicles. It is deemed appropriate to award a firm-fixed contract on other than a full and open competitive basis. Only one responsible source is available that will satisfy the needs of the Department. See numbered note 26. Textron is the only known Original Equipment Manufacturer (OEM), the configuration manager and only source for the Stretched ASV vehicles. Procurement of spare parts from the OEM as a single lot procurement will ensure that all of the spares are of the correct configuration for the vehicles.
