Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format included in this notice and following the Simplified Acquisition Procedures of FAR part 13. This announcement constitutes the only solicitation; quotes are being requested and an official written solicitation will not be issued. The US Department of Interior, National Business Center (NBC) is issuing this solicitation as a Request for Quote (RFQ) on behalf of the Department of the Interior Museum. THIS IS A 100% SET-ASIDE FOR SMALL BUSINESS. The intended NAICS code is 711510 and the Product Service Code is: T001. However, offerors may propose a different code they believe may apply, which will be taken into consideration by the DOI. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. SPECIAL QUOTE INSTRUCTIONS: 52.212-01 Instructions to Offerors - Commercial Items, 52.212-02 Evaluation - Commercial Items, 52.212-03 Offeror Representations & Certifications - Commercial Items, 52.212-4 Contract Terms & Conditions - Commercial Items, 52.212-5 Contract Terms & Conditions Required to Implement Statutes or Executive Orders - Commercial Items Please note that offerors MUST be certified in ORCA (http://orca.bpn.gov) and CCR (http:www.ccr.gov). The resultant purchase order will be a Firm-Fixed-Price type. CLOSING DATE: NOVEMBER 14, 2008 at 4:00 PM EST Offerors must submit their quotes in two volumes: (1) the technical proposal: to include portfolio, narrative describing demonstrated experience, and past performance references, as well as business info including DUNS, Tax ID Number (TIN), etc. and (2) firm-fixed price quote, via email to Lauren Kunze at lauren_c_kunze@nbc.gov. If you have questions regarding this solicitation, please submit your inquiries immediately via email only, NO LATER THAN November 12 at 12:00 PM EST. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors. STATEMENT OF WORK: INTRODUCTION The Department commissions portraits of the Secretary of the Interior. When accepted from the painter by the Department, the portrait becomes the property of the Department and is part of the collection of the U.S Department of the Interior Museum. SCOPE OF WORK This contract is for the painting of a portrait of Secretary Dirk Kempthorne, according to the following specifications: 1. The portrait should be executed either in oil or acrylic. The painting support should be linen unless a substitute material is approved by the evaluation team for award.2. The portrait should conform with the average size of completed portraits at 40" x 30". 3. The contractor shall establish dates for portrait sittings directly with Secretary Kempthorne through the Office of the Secretary's Immediate Office. The Contractor is advised to confirm sitting appointments and is required to reschedule appointments on request.4. Following award, the successful offeror shall provide:a. An informal visit to discuss details (e.g., dress, setting, location, process, and schedule) of the portrait with Secretary Kempthorne.b. A treatment plan that outlines the details of the portrait and the contractor's proposed work plan. The plan should detail how the Secretary's preferences discussed in the initial meeting (pose, items to be included in the portrait, background, etc) will be rendered, as well as a describe the painter's technical methods of developing the portrait.c. A minimum of one sitting, 90 minutes in length in which the contract will take necessary photographs, sketch, or paint from life.d. These deliverables are subject to modification by agreement between Secretary Kempthorne and the Contractor. Modifications will be executed by the Acquisition office5. The Contractor shall arrange delivery of the finished, framed portrait with the Registrar of the Department of the Interior Museum.6. The Contractor shall assign the copyright for the painting to the Department of the Interior Museum. CONTRACT TYPE & ACCEPTANCEThis is a firm fixed price based purchase order. Inspection/Acceptance is defined in accordance with FAR 52.212-4(a). All work will be subject to approval and without obligation until such time as the portrait is finished, approved, and accepted by the Department. PERIOD OF PERFORMANCE: The portrait will be completed within eighteen months from the date of contract award. INSTRUCTION TO OFFERORS & EVALUATION - All offerors must submit the following technical, past performance, and price information with their quotation. The government will evaluate offerors in the following areas: I. Artistic Style and Ability - Factor I - The offeror shall provide a portfolio or other samples of past work that will clearly represent the individual style, talent and ability of the artist in performing activities of this nature, i.e., rendering formal, oil/acrylic portraits of individuals. Any materials submitted by an offeror will be returned on request. II. Experience in this Area - Factor II - The artist shall demonstrate experience in painting individuals, and describe the approach they propose to ensure an accurate likeness of The Secretary that is reflective of his personality, bearing and manner. III. Past Performance - Factor III - The offeror shall provide information in rendering official portraits of government officials, particularly Federal cabinet members. This includes name, telephone number, and email addresses of a point of contact for a minimum of three (3) similar clients. The Government will conduct a performance risk assessment based upon the quality of the offeror's past performance as it relates to the probability of accomplishment. When assessing performance risk, the Government will focus its inquiry on the past performance of the offeror as it relates to the contractor's record of standards of good technique, contract schedules and commitment to customer satisfaction. IV. Price - Factor IV - The offeror shall submit a comprehensive Firm-Fixed-Price quote. BEST VALUE BASIS FOR AWARD: A purchase order will be awarded to the responsible offeror whose quote, conforming to the solicitation, is the most advantageous to the Government for technical factors: artistic style and ability (Factor I), experience (Factor II), past performance (Factor III), and price (Factor IV). The Non-Price Evaluation Factors' are listed in descending order of importance: Factor I Artistic Style and Ability, Factor II Experience, Factor III Past Performance. When combined, the Non-Price Factors are significantly more important than Factor IV Price. Factor IV Price will be evaluated but not scored. Although technical factors are considered paramount to price, the closer the technical scores, the more important price becomes. Accordingly, the Government may issue a purchase order to other than the lowest priced offer, or other than the offer with the highest evaluation rating.
