- The Department of Labor, Employment & Training Administration (DOL/ETA), Office of Policy Development and Research is soliciting proposals to select a contractor to provide a rigorous, random assignment evaluation of the Prisoner Re-Entry Initiative (PRI), a demonstration program serving formerly incarcerated individuals through employment-centered programs. The evaluation will examine PRI’s impacts on participants’ post-program labor market outcomes and criminal recidivism by comparing outcomes of PRI participants to the outcomes of randomly-assigned individuals who are eligible for, but do not receive, PRI services. The period of performance for the prospective award will be twelve (12) months from the date of contract execution plus four one-year options to be exercised at the discretion of the government. A cost reimbursement type contract is contemplated being awarded under this contract. This solicitation is a small business set-aside. North American Industry Classification System (NIACS) Code is 541611, with a $3.5 million size standard. Requests for Proposals will be available on the FedBizOpps site at http://www.fedbizopps.gov and the DOL/ETA website at http://www.doleta.gov, approximately 15 days from the date of this publication. Requests for Proposals in hard copy form will not be available. Telephone requests will not be honored. The closing date for receipt of proposals will be December 22, 2008, at 2:00 p.m., local time. No collect calls will be accepted. It is the sole responsibility of the offeror to continually view the websites for any amendments made to this solicitation.
