Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Research and Development (ORD) in Washington, DC, intends to award a Purchase Order to Michigan State University's Institute of Water Research (MSU-IWR), of E Lansing, MI, under the authority of Federal AcquisitionRegulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to acquire additional support for ORD's advanced monitoring initiative. Specifically, the proposed project will add new data parameters and require modifications to the Digital Watershed System, a proprietary system and tool of MSU-IWR. The anticipated period of performance is twelve months from the date of award. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Michigan State University is uniquely qualified to satisfy the Government's requirement as they are the sole entity able to modify this equipment. Under this Purchase Order, the vendor shall: 1) add new data parameters to the Digital Watershed System; 2) modify the Digital Watershed tool; and 3) modify the Digital Watershed Website, all of which are created and maintained by MSU-IWR. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and submitted to Nicole Humphrey, Contracting Officer, to humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
