- Amendment: The correct date for receipt of bids is 11/10/08. Description: This synopsis provides the Government's intent to solicit and award a sole source FFP Purchase Order, utilizing the procedures of FAR Part 12, to North American Fire Training Directors (NAFTD), a non - profit organization, P.O. Box 80065; Washington D.C. The DHS/FEMA/Grants Program Directorate (GPD) has a requirement on a sole source basis for a purchase order with the NAFTD to conduct grant writing technical assistance seminars in State fire training academies and in other state fire training venues. The estimated cost is $5,000 per participating member or $250,000. The requirement is for the following services: (a) NAFTD members will market (advertise) the seminars to increase attendance; (b) NAFTD members will coordinate with appropriate FEMA Regional fire program specialist on schedule, seminar locations, instructor training and instructional materials. State training academies will serve as the primary venue for the provisions of the training material; (c) Once the NAFTD member has finalized the approved instructors, the AFG Regional representatives will conduct one train the trainer workshop; (d) Participating NAFTD members will identify venues for all agreed upon courses and make the necessary arrangements for audio visual equipment and handout materials; (e) Seminars will be scheduled throughout the calendar year. The preferred venue is State fire training academies or institutions. However, there may well be instances where other venues are appropriate for reaching the largest population of firefighters within the State; (f) NAFTD participating members will provide to the appropriate regional AFG representative copies of attendance sheets and course evaluations for each of the seminars; (g) The State will provide the COTR with a final report that summarizes the year's effort and includes any recommendations for improvements to the materials or any other lessons learned. The proposed contract action for which the Government intends to solicit and negotiate with only one source is based on the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. Responses to this notice must be received no later than 12:00 noon EST Monday, November 10, 2008. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This notice may represent the only official notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
