Description
The Federal Aviation Administration (FAA) has a requirement for the acquisition of a replacement for rotating magnetic media currently installed in the Airport Surface Detection Equipment - Model 3 (ASDE-3) radar system, specifically to replace the Seagate ST251 hard disk drive with MFM interface (ST-412/506). The requirements are: minimum capacity of 40 Mbytes, compatibility with the iRMXII operating system for use with the Intel 80286 processor, capable of operating with the same voltage requirements and maximum peak current as the ST251 model drive, and in 5 -inch form factor so it will mount in the same location as the present hard disk drive. The replacement for the rotating media can be a newer technology as long as the reliability and interface compatibility noted above are maintained. Commercial-off-the-shelf (COTS) units are preferred. If no COTS solutions are identified, the FAA will consider a modified COTS unit to operate in the ASDE-3 environment. The requirement is for a one-time fixed-price contract, with a first article delivery of three units and a one-time option to buy additional components (estimated quantity 40 units) following technical approval. The NAICS Code for this requirement is 334112, Computer Storage Device Manufacturing, with a Small Business Size Standard of 1,000 employees. Interested vendors should respond with the following: (1) A list identifying available units and specification sheet(s) showing that the units meet the above listed requirements. The list must identify each specific manufacturer with their manufacturer's part number.(2) Provide a description of the terms and conditions of warranties and the processes and procedures (for each specific manufacturer and manufacturer's part number). This information is required in order for the FAA to obtain warranty repair service, if required.(3) Complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. Vendors must respond directly to the Contracting Officer identified. Interested parties who can comply with and meet all of the requirements called out in this market survey must respond with their documentation in writing to the Contracting Officer, connie.m.houpt@faa.gov. Mark responses to this survey with Market Survey File 09-CH, to arrive by November 21, 2008. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. Individual company responses will not be disclosed to other vendors. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. Responders to this announcement may be based to provide additional details/information based on their initial submittal. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts.
