Description

This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), National Weather Service (NWS) intends to solicit for purchase of 200 each Support, Precipitation, Gauge, Tripod, Metal, with Mounting Stakes with Galvanized Finish. Unassembled, with Assembly Instructions (Used with Standard 8" Non-Recording Precipitation Gauge) in accordance with Spec No. D040-SP002. This item is being purchased for the NWS, to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to support the NWS spare parts program. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 12, Commercial Items. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capability and experience in manufacturing the exact part specified for the NWS program. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NWWA1200844964KLC. A first article will be required. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27. The line item shall be provided in accordance with the specifications listed below. The price shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be the following: 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2008), 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Oct 2008) (Sections 5, 15, 16, 17, 18, 19, 24, 28, 31, 36) and 52.247-34 F.O.B. Destination, within Consignee's Premises. The FAR provision is incorporated into this acquisition by reference is as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008). FAR clauses and provisions are available on the Internet Website http://www.arnet.gov.far. All contractors doing business with the Central Region Acquisition Division (CRAD) must be registered with the Central Contractor Registry (CCR). For information and to register, please access the following website: http://www.ccr.gov/. In order to register with the CCR offerors must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The Government will award a purchase order resulting from this request to the responsible offeror whose quotation conforms to the request resulting in the best value to the Government, lowest price and delivery schedule. This is a 100% small business set-aside. The NAICS code for this requirement is 332999. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. Delivery Schedule. Provide a delivery schedule for the equipment. 2. Completed price schedule for the line item identified in this notice. This is a firm-fixed price request. 3. Completed copy of FAR 52.212-3 Representations & Certifications-Commercial items or certification of registration with the Online Representations & Certifications Application (ORCA) database. PRODUCT DESCRIPTION: Support, Precipitation, Gauge, Tripod, metal, with Mounting Stakes with Galvanized Finish. Unassembled, with Assembly instructions (Used with Standard 8" Non-Recording Precipitation Gauge) in accordance with Spec No. D040-SP002. SPECIAL PACKAGING REQUIREMENT: The National Weather Service (NWS) special packaging/marking requirement; Bar code label each item with National Stock No. (NSN), Agency Stock No. (ASN) and description of item (See Attachment A). This requirement is the sole responsibility of the vendor. If items ordered are shipped without labels, the shipment will be rejected back to the vendor for non-compliance with the terms and conditions under the purchase order. Acknowledge that any charge for labeling is included in the price and specify the charge below. Labeling/marking charge: __________ (If Applicable).
