- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-09-T-0038. A firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27 effective 17 September 2008. North American Industrial Classification Code (NAICS) 713930 with a standard business size of $7.0 million applies to this procurement. This procurement is set-aside for small business concerns. The DPAS rating for this procurement is DO-09. All responsible sources may submit a quote which shall be considered by the agency. The contractor shall provide a proposal using the attached bid schedule in Section B. Section B Schedule of Supplies and Services CLIN 0001, The government requires the contractor to provide approximately 8,700 gallons of marine grade fuel within 2 nautical miles of Fisher St. Morehead City, NC 28557 for the period of November 10, 2008 through November 21, 2008 for four (4) boats. The contractor will only be paid for the amount of gasoline provided. The contractor shall provide a per gallon price and must be capable of supplying at a minimum 8,700 gallons of gasoline while the boats are in the water. CLIN 0002, The government requires the contractor to provide SLIPS for 4 boats (approximately 40 feet each) during the period of November 10, 2008 through November 21, 2008. The slip fees shall include shore power (30 AMP) and fresh water. The contractor shall provide a per day dockage fee for the group of 4 boats showing the per foot cost. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof..
