Description
The Social Security Administration (SSA) intends to negotiate solely with the California Department of Health Care Services, Sacramento, California, under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 and 41 U.S.C.253(c)(1) – Only one responsible source and no other supplies or services will satisfy agency requirements – to provide Fraud Investigative Services. The contractor will provide services for the SSA/Office of Inspector General’s Cooperative Disability Investigations Team. The requirement is for the investigation of suspected fraud activities against the Social Security Administration’s Title II and Title XVI Disability Programs (including Title XIX Medicaid) in the Los Angeles, CA metropolitan area including the Los Angeles, Riverside, San Diego, and Orange counties. The California Department of Health Care Services is the only known source capable of providing the fraud investigation services. The requirements include the following: (1) State-wide law enforcement authority (i.e. police powers and arrest authority); (2) Access to reports which are restricted to law enforcement officials; (3) A license to carry a concealed weapon (must be armed); and (4) Training in arrest techniques. All potential contractors will be required to pass a security background check before beginning performance on an award. Prospective contractors shall be registered in the Central Contractor Registration database prior to award of a contract. The Government anticipates the award of a two year (Base plus one Option Year) firm-fixed price contract. Contractors possessing the capability to provide fraud investigation services in the Los Angeles, CA metropolitan area and meeting the requirements listed above are invited to submit information concerning their capabilities, experience, pricing and other pertinent data. This is not a request for proposal and the Government does not intend to pay for information received. Request for copies of a solicitation will not be honored or acknowledged. A determination by the Government not to compete this requirement based on responses to this notice is solely up to the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this announcement must be in writing and should be submitted to the address cited at the beginning of this notice or by email to renata.tery@ssa.gov. Faxed responses shall not be permitted.
