- Scope of work consists of all management, supervision, labor, materials, supplies and equipment necessary to provide the Turf Mounds Care Grooming and Landscaping and Related Services at the U.S. Federal Building and Courthouse Plaza located at 300 South 4th Street, Minneapolis, MN. The project shall consist of maintaining the one-of-a-kind landscaping (architectural) “art” that was designed by landscape architect Martha Schwartz expressly for the Minneapolis Courthouse Plaza. The design consists of 22 earth-sculptured mounds that harbor specialized and unique plant life, including trees, logs and various grasses. The goal of this procurement is to maintain the mounds, grasses, and trees to provide an acceptable appearance without jeopardizing the integrity of the landscaping design. The unique microclimates that exist on these mounds will require frequent monitoring and close observance. For this reason, the contractor must maintain an office location within the Twin Cities metro area which will make the Minneapolis Courthouse Plaza accessible for frequent monitoring. The anticipated contract base period is April 1, 2009 through November 30, 2009 with 4 eight-month options. This is a full and open procurement and is open to all business concerns. Small business concerns, including HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged and women-owned businesses are encouraged to submit proposals. The North American Industrial Classification System (NAICS) Code is 561730 with a size standard of $6.5 million. This is a negotiated best value procurement. The solicitation will be posted on or about November 20, 2008. Proposals are due to the office of the Contracting Officer on December 22, 2008, 4:00 p.m. Central Time. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard Sensitive Unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as FedBizOpps and the Vendor Past Performance System (VPP). VPP is a module within the PBS contract writing system that collects, maintains, and disseminates contractor performance information.
