Description
The VA Pittsburgh Healthcare System intends to negotiate on a sole source basis with Medrad, Inc., One Medrad Drive, Indianola, PA 15051-0780, to purchase two (2) Extavasation Detector Systems (XDS), and installation of systems, in accordance with FAR 6302.1 The system is a patented product designed to prevent moderate to severe contrast extravasations that may seriously injure patients. This extravasation detector technology is for the Stellant CT Injection System that directly senses extravasation pooling under the skin during a Computed Tomography (CT) procedure. Using radiofrequency (RF) technology and a physical property called permittivity, XDS can detect the start of an extravasation under the patient's skin and signal the Stellant to stop injecting until a clinician can examine the patient. Employing RF technology and permittivity minimizes false positives detections. "False positives" can interrupt workflow and inhibit productivity. (They are a major reason why extravasation devices using indirect detection method of impedance and resistivity are not being adopted.) Installation from company supplying system is required since installation by any other party would void warranty. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than Thursday, October 30, 2008, 4:30 p.m. Responses should be sent to Michelle.Urso@va.gov. No telephone responses will be accepted. It is the belief of the Government that there is currently only one responsible source capable of providing this equipment to satisfy the agency requirement. A determination by the Government not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. If no responses are received, VA Pittsburgh Healthcare System will proceed with the sole source procurement from Medrad, Inc.
