- The United States Secret Service (USSS), 950 H Street NW, Washington DC intends to purchase 87% octane and premium gas and diesel fuel for the agency's vehicles. The delivery locations are Laurel, MD and Washington DC. The Contractor shall provide, within 48 hours upon receipt of order, 87% octane gas to the Washington DC Location and premium and diesel fuel at the Laurel MD location. The tank sizes are as follows: 6,400 gals at the Washington DC location and 6,000 gals for the premium and 550 gals of Diesel at the Laurel, MD location. In the case of emergencies, the Contractor shall respond and fill the appropriate tank(s) within 24 hours of the call. The weekly requirement for the 87% octane at the Washington DC location is estimated to be 4,900 gallons. Deliveries at the Laurel location for the premium fuel occur approximately every 45 days for 5000 gal., and the diesel fuel is required every 4 (four) months the estimated amount is 500 gals. This approximation is not guaranteed and actual consumption may be above or below the estimated quantity. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Selection for award will be made based on price alone. This solicitation is issued as a Request for Quotation (RFQ) and the incorporated provisions and clauses are current through Federal Acquisition Circular 2005-26 dated June 12, 2008. FAR Clauses 52.203-5, 52.212-4, 52-212-5, 52.232-18, 52.244-6, and 52.252-2 are applicable to the acquisition. HSAR Clause 3052.209-70 is also applicable to this acquisition. The following clauses in 52.212-5 are checked: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-5, 52.225-13, and 52.232-33. Offeror shall include a completed copy of the Provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, within its offer. All FAR clauses and provisions can be found at www.arnet.gov/far and the HSAR clause can be found at www.dhsonline.dhs.gov. Vendor must also provide its Dun and Bradstreet number (DUNS). Vendor must be registered in the Contractor Central Registration (CCR) database. The period of performance shall be from November 01, 2008 through October 31, 2009. Pricing for this solicitation shall be based on the Rack Price the day of delivery using the Baltimore, Maryland Weekly Average Rack Price plus Contractor mark-up price per gallon for transportation, margin, etc. on a keep-full basis. Contractor shall submit the rack price for that day with each invoice. Provide your mark-up price per gallon for transportation, margin, etc. in your proposal. Past Performance - The Contractor shall also provide two (2) references for work performed within the past two (2) years, preferably for a government entity.
