Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Requirements contract to Raytheon Missile Systems. The Requirements contract is for the sustaining engineering and technical services for the analysis, design, coding, integration, test and documentation updates for Joint Standoff Weapon System (JSOW) Computer Software Configuration items (CSCI). The contract will also provide logistics support and technical services for product improvement, weapon integration and production support as well as training, engineering, repair of repairables and technical data in support of the JSOW. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon has a unique knowledge base of the Joint Standoff Weapon (JSOW) as a result of its design, development, and modification of these weapon systems since the early 1990s. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Raytheon at the following address: Raytheon Missile Systems, 1151 East Hermans Road, P.O. Box 11337, Tucson, AZ 85734-1337. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DOD’s Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
