- This requirement is for the publication of the Civilian Enterprise Newspaper (CEN) - "THE DOLPHIN". THE DOLPHIN is a weekly published and distributed newspaper for the sole use of personnel, retirees and family members stationed and supported by the Naval Submarine Base, Groton, CT. The successful contractor will publish 50 issues a year of "THE DOLPHIN". The newspaper shall be printed and distributed every Thursday. The successful contractor shall also post an electronic version of "THE DOLPHIN" online. The need for a CEN is to provide a central location for the dissemination of news, features, supplements, factual information and other information to the employees stationed at the Naval Submarine Base, Groton, CT.
