- Anticipated Issue date: November 13, 2008. Delivery date: March 1,2009. This solicitation replaces solicitation HDEC02-08-R-0005 which has been cancelled. NAICS Code 445220 Fish and Seafood Markets. The Defense Commissary Agency (DeCA) has a requirement for seafood market resale operations for a cluster of three commissaries located in the state of Florida. These locations are: NAS Jacksonville, FL; NS Mayport, FL; and MacDill AFB, FL. This requirement is for all three stores, and award will not be made for separate locations. The military commissaries are Government facilities designed and operated similar to commercial supermarkets, and provide food items and general merchandise approved for resale at a significant price savings to authorized individuals termed patrons. For this requirement, the Contractor shall furnish all personnel, training, supervision, fresh and frozen random weight water foods, and other items (unless otherwise specified) necessary to operate a well-stocked seafood market resale operation. Ownership of all seafood products shall remain with the Contractor until product is scanned at the front end point-of-sale register. The contractor will submit their proposal price as a percentage of patron savings. The amount expressed as a percentage represents the minimum amount of savings the contractor will provide the commissary patron for each individual seafood item sold in the commissary and is based on the price of like item, of like quality in the local commercial area of survey which is defined as the area within a 10 mile radius from an installation perimeter. Seafood products sold to DeCA patrons shall be from an approved source, which are found in the Worldwide Directory of Sanitarily Approved Food Establishment for Armed Forces Procurement, or provide proof of other Federal inspections accepted by the U.S. Army Veterinary Command. The U.S. Army Veterinary Command directory is available at website http://vets.amedd.army.mil/86256F90007C2D1D/VETCOM. Period of performance consists of a two year base period (24 months) and three one year option periods. All requests for a copy of the solicitation package must be in writing and shall contain the solicitation number, requestors name or point of contact, business address, business size, telephone and fax numbers, business e-mail address and DUNS number.
