- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The Request for Quotation number is M67854-09-Q-4005 and is a 100% set-aside for ALL Small Business Concerns. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. All interested and responsible parties shall refer to the following website at www.neco.navy.mil in order to obtain a copy of the RFQ and all amendments. This posting hereby complies with the requirements at FAR 6.305(a) and FAR 5.102(a)(6): when an acquisition contains BRAND NAME SPECIFICATIONS, the Contracting Officer shall include with the solicitation the justification or documentation required and is for information purpose only. Brand Name Justification is posted as a seperate attachment to this combined synopsis/solicitation. Quotes citing products and/or services offered under the terms of a Federal Supply Schedule contract must include GSA contract number and terms. The following provisions and clauses shall apply: FAR 52.212-1 (Instructions to Offerors - Commercial Items); FAR 52.213-3, Offeror Representations and Certifications - Commercial Items applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial items applies to this acquisition; DFARS 252.211-7003, Item Identification and Valuation; DFARS 252.212-7000 (Offeror representations and certifications Commercial Items); and DFARS 252.212-7001 (Contract terms and conditions required to implement statues or Executive orders applicable to Defense acquisitions of commercial items). Evaluation method is lowest priced technically acceptable. All offers will be submitted on the RFQ Form attached in the Navy Electronic Commerce! Online (NECO), https://www.neco.navy.mil/index.cfm to: Shannon.Deristel1@usmc.mil no later than 3:00pm EST on October 29, 2008. It is the vendor's responsibility to monitor the NECO system for Amendments issued in reference to this requirement.
