- The purpose of this Solicitation Notice is to notify prospective offerors that the Department of State has a requirement for Language Related Services in Iraq that will result in a Time and Materials/Labor Hour type contract containing daily fixed rates. The solicitation will be set aside for Service-Disabled Veteran-Owned Small Business Concerns. The NAICS is 541930. The period of performance under this contract will consist of one base year plus four option years for a potential total of five years. This contract will be a performance-based acquisition. The Department intends to reserve the right to make multiple awards. This competition will be conducted in accordance with FAR Part 15. To be eligible for award, offerors must provide pricing for all line items for all five contract years. Partial offers will not be considered. This solicitation will be posted under Solicitation Number S-AQMMA-08-R-0322. The contract shall provide language-related services including interpreting, translating, and transcription services. The Contractor shall also provide all management, supervisory, and project personnel to perform these services, which will be provided on a daily basis and will support the efforts of the U.S. Government’s Embassy, Consulates, and Regional Embassy Offices (REO) in Iraq. Performance under this contract shall include various locations within Iraq. Performance, deliverables and the exact location of the work will be conveyed to the Contractor by the Contracting Officer or his/her designated Contracting Officer Representative (COR). The contract will require personnel who can perform each of the tasks listed below (monitoring, transcribing, translating, and interpreting). Contract linguists hired under this contract may at some time be required to perform any of these duties. However, it is understood that no single individual can perform all tasks with equal facility. Normally individuals will be assigned to those tasks for which they can demonstrate the strongest aptitude and possess the greatest experience. The contractor must, at a minimum, currently possess a TOP SECRET facility security clearance issued by the Diplomatic Security Service or Defense Industrial Security Clearance Office (DISCO) in accordance with the National Industrial Security Program Operating Manual (DOD 5220.22-M). All contractor personnel performing duties in Iraq must have Secret or Interim Secret personnel security clearances issued by Defense Security Service (DSS). Some personnel will require a TS/SCI clearance. Language proficiency testing is required by the Department of State, Office of Language Services in the source language(s) and English for all levels of linguists in the four basic communications skills (listening, reading, writing, and speaking). Evidence of language proficiency testing is required with acceptable results are required prior to assignment to a Department of State contract. Solicitation S-AQMMA-08-R-0322 will be electronically posted to FEDBIZOPPS. This website will contain complete information and instructions for submission of a proposal. No paper solicitations will be issued. Likewise, all solicitation amendments and other releases of information will be posted exclusively to this website. Proposals will be due approximately thirty (30) days after the solicitation is posted. It is the offerors responsibility to monitor this website regularly to ensure full access to all pertinent information and amendments if posted.
