Description
The Headquarters Air Force Security Forces Center (HQ AFSFC) is seeking sources capable of providing a Force Protection Identification System (FPIS). This notice is for planning purposes only and shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The Government is not liable for any costs incurred by interested parties in responding to this request for information. The purpose of this request for information is to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. This is open to both large and small businesses. The FPIS is a system that identifies known and unknown authorized individuals attempting to gain access to Air Force bases using authoritative databases. The System should provide a tool that will authenticate an identification card and allow the user to access information about the holder of the identification card whenever the holder seeks to enter a military installation. An attribute of the system should include wireless handheld devices. Placing devices in the hands of gate officers will reduce the risk of unauthorized individuals accessing military installations and will assist law enforcement agencies in identifying individuals who are wanted for various reasons. All hardware and software should be commercial-off-the-shelf readily available type equipment. All hardware and software must meet the criteria set and be approved through Air Force Network Operations (AFNET OPS) in accordance with AFI 33-210. The government will retain all rights to any software program associated with this acquisition. The following is a brief summary of the possible hardware and software requirements that could be required to accompany the system however this list is not all inclusive. We are requesting brand name or equal items. M2100- Motorola Agent handheld slim-line palm-sized ruggedized handheld with 1D/2D barcode scanner. M2104- Motorola Agent Handheld Quad Docking Station M3000- Desktop tower with uninterruptible power supply, tethered 1D/2D barcode scanner, 1 professional grade card printer, 500blank visitor cards, 1 color camera M2500- Pistol grip ruggedized handheld with 1D/2D barcode scanner/, with detachable magnetic stripe reader attachment, battery, extra battery, stylus, stylus retaining cord, and extra stylus. M2504 Motorola Sentry Handheld Quad Docking Station Windows Mobile (most current version) MS SQL Server CE Appropriate mobile interface Microsoft.NET Compact framework Windows XP Symantec Antivirus Additionally, the FPIS must have a secure mechanism to safeguard all information as to not violate any Privacy Act Information. The system will have a thorough assessment accomplished (DoD Information Assurance Certification and Accreditation Process (DIACAP)) and must be accredited by the AF Designated Accreditation Authority (DAA) as well as a security evaluation conducted by AFCA/EVSN. Final accreditations will only be given with successful results from the Security, Interoperability, Supportability, Sustainability, and Usability (SISSU) process. Once completed, an Authority to Operate (ATO) will be issued by the DAA and entered into the Air Force Enterprise Information Technology Data Repository (EITDR). The DAA must grant access for authorized connectivity to the Air Force Global Information Grid (AF-GIG). Location: These services could be performed at any or all Air Force installations. All prospective offerors must be registered in the Central Contractor Registration (CCR) database with a commercial and government entity code (CAGE CODE) and should have completed an electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database.
