- The U.S. Department of, Commerce, National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division (AD), Simplified Acquisition Team intends to negotiate on a sole source basis with the Corporate Executive Board under the authority of FAR Subpart 6.302, Other Than Full and Open Competition for membership and access to the Government Financial Roundtable best practices research and executive education. The Corporate Executive Board Company is the only source known to NOAA. The Government intends to award a fixed-price purchase order using simplified acquisition procedures at Federal Acquisition Regulation (FAR)13. Clauses are current through Federal Acquisition Circular (FAC) 2005-27. The North American Industry Classification System Code (NAICS) is 813920 with a size standard of $6.5M. This is not a solicitation for competitive quotes. Notwithstanding the Government's intent to negotiate this requirement on a sole source basis under the authority of FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in writing and in sufficient detail to permit the agency analysis to establish a bona fide capability to meet the requirement. Responses to this notice may be submitted via email or fax to 301-713-0838 x133 Jean.Barrett@noaa.gov no later than 12:00 noon November 12, 2008, Eastern Standard Time. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. No telephone requests will be honored.
