Description
Naval Air Warfare Center, Training Systems Division, in support of the Center for Security Forces intends to issue a contract modification to Blackwater Lodge, under contract N61339-02-D-0015, on a sole-source basis due to only one known responsible source who can meet the requirement until the full scope of the requirement can be solicited competitively. This contract extension will provide for instructional support in the San Diego, CA area for the Security Reaction Forces-Basic (SRF-B) course on a turn-key basis, with the contractor providing all instructors, course materials, equipment and facilities. In addition, this contract extension will provide instructional support in the San Antonio, TX area for the Law Enforcement course on an instructor-only (I/O) basis. This contract modification will extend the period of performance for these courses from 30 November 2008 until 31 July 2009. Although more than one source may be able to fulfill the requirement, this would create substantial duplication of costs to the Government that is not expected to be recovered through a competition for the short term extension of services. The SRF-B course will provide Navy personnel the fundamentals of watch standing and the use of weapons. The Law Enforcement will provide training to attain firearms proficiency and gain a proficient understanding and skills of Law Enforcement Concepts and Principles, Physical Security Safeguards, Apprehension, Searches and Seizures, and use/application of force and confrontation management as they pertain to the duties of a Navy Law Enforcement member. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
