Description
This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The Reference Number N6051408RC81004 is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-19. This solicitation is One Hundred Percent Small Business Set-aside. NAICS 611710. The Navy Chapel at Guantanamo Bay Cuba requires the Services of an Individual as the DIRECTOR OF RELIGIOUS EDUCATION and must meet the following requirements. A. MINISTRY OF EDUCATION. The Director of Religious Education (DRE) will: 1. DEVELOP AND IMPLEMENT RELIGIOUS EDUCATION PROGRAMS (a)The DRE will ensure kindergarten through adult education programs include but not limited to: Rite of Christian Initiation for Adults (RCIA), Confraternity of Christian Doctrine (CCD), Catholic Youth Ministry, Catholic Young Adult Ministry, Catholics Seeking Christ, Catholics in the Military, Catechist Certification Program and fellowship and spiritual growth retreats.(b)The DRE will assist the Catholic and Protestant Chaplain, as required, coordinate the preparation for all candidates for sacraments, Profession of Faith for adults, etc.(c)The DRE will train volunteer staff of Confraternity of Christian Doctrine (CCD) and Sunday school teachers. The DRE will oversee recruiting and training of volunteer teachers from the chapel communities, providing substitutes as necessary.(d)The DRE will assist the chapel's Lay Leaders in assessing the various needs of their ministry.(d)The DRE will assist in coordinating Vacation Bible School during the summer. 2.RECRUITMENT AND TRAINING (a)DRE will assist in recruiting and training volunteers from the members of the chapel community as responsible leaders and teachers for various aspects of the chapel programs as altar servers, acolytes, Lay Readers, Extraordinary Ministers of the Eucharist, Liturgy Lectors, volunteer staff, and Christian teachers. B. MINISTRY OF ADMINISTRATION. The Director of Education (DRE) will: 1.ASSESSMENT (a)The DRE will collaborate with the Command Chaplain, the Faith group Chaplains, and members of the chapel staff by integrating areas of responsibilities of the overall chapel religious education program, research and develop a program for religious education requirements; provide input for the annual Religious Education curriculum meeting; and recommend to the Command Chaplain suitable materials and requirements. 2.ENSURE ACCURATE RECORDS AND REPORTS (a)Recommend an annual budget for the religious education programs to the Command Chaplain.(b)Submit a written annual evaluation in May of the Religious Education programs, to include statistical data, eventsthat transpired during the year, evaluation of the programs' strengths and weaknesses, and goals for improvement.(c)Accumulate required data for forms required by the Chaplain's respective endorsing agency.(d)Submit weekly bulletin announcements and liturgical services when applicable.(e)Submit a monthly invoice indicating services rendered during the previous month. (f)Prepare and promulgate an annual CCD events calendar. MINISTRY OF PASTORAL SERVICES. The DRE will: 1. VISIBILITY (a)Be visibly present at principal chapel community events.(b)Promote good public relations among and beyond the members of the Chapel community.(c)Empower and facilitate Chapel members to experience fuller sense of community. WORKING GUIDELINES. HOURS The DRE will perform services under the guidelines of the Command Chaplain or Chaplains assigned by the Command Chaplain for specific programs. The DRE will be required to perform service of 40 hours weekly to include Sunday. TECHNICAL SPECIFICATION AND QUALIFICATIONS. THE POSITION OF THE DRE (a)The position for the DRE for the Naval Station chapel community is created as needed. (b)The title is as follows: Director of Religious EducationNaval Station Guantanamo Bay PSC 1005 BOX 11FPO, AE 09593 EDUCATIONAL BACKGROUND. It is desirable that the DRE should have a Master's Degree in Religious Education or the equivalent and be experienced in Catholic Theology and Catechesis. At a minimum, the DRE should have received course work in religious education at the undergraduate level or higher, or be currently enrolled in classes in a related field at an accredited college or university, as evidenced by course work transcripts. PROFESSIONAL BACKGROUND. To function effectively the DRE needs experience in catechizing or teaching religion. A minimum of four years experience in religious education at a religious institution or in another Command Religious Program is recommended. The DRE shall provide letters of reference upon request. ORGANIZATIONAL BACKGROUND. The DRE should have sufficient skills in personnel management to organize religious programs staffed by volunteer teachers. The Naval Station Guantanamo Bay Chapel community, being diverse in its religious expressions, deems it necessary that the DRE is able to affirm and to facilitate the presence of program participants of religious backgrounds other than those of his or her own. UNITS OF SERVICE.This position will be funded for 41 weeks beginning from date of award and ending 30 September 2009. CANCELLATION. Either party giving thirty (30) days written notice prior to termination may cancel this service contract without liability.
